About this file
This is a Request for Quote (RFQ) solicitation issued by the Colorado Department of Corrections for the procurement of industrial kettles to be delivered to the Buena Vista Correctional Facility in Buena Vista, Colorado. The solicitation seeks two specific items: one Cleveland Range Model KGL-80-T tilting kettle with natural gas design rated for above 8,000 feet altitude and 80-gallon capacity, and one Cleveland Range Model KDL-80-T tilting kettle with direct steam design and identical 80-gallon capacity. Both kettles must be delivered and set in place at the facility. Bidders were required to submit responses by March 29, 2017, at 2:00 PM Mountain Time via email to stephanie.diggs@state.co.us or by fax to 719-269-4064. The solicitation is associated with requisition numbers 201700006989 and 201700006990, and awards would be posted on Colorado's Vendor Self Service (VSS) website following the bid submission deadline. No specific contract term or renewal options are identified in the solicitation.
Award will be made to the bidder whose response is deemed most advantageous to the State, with evaluation factors including cost, projected delivery date and availability, quality and safety considerations, life-cycle costs such as energy usage and maintenance, bidder qualifications and experience, certified status as a Service Disabled Veteran Owned Small Business based in Colorado, past performance, and proposed operator training. Both kettles include a one-year limited warranty. Bid prices should be FOB-destination, with freight costs included. Payment terms are assumed to be Net-45 days after receipt of goods and invoice unless otherwise specified by the bidder, though terms of less than 45 days with discounts are encouraged. Prospective bidders must be registered on Colorado's VSS website to respond. All bidders and their employees working on CDOC property may be subject to criminal background checks and must comply with all CDOC rules, regulations, and contraband prohibitions.

The factors which are considered in evaluating and awarding this solicitation will include cost, and may also include but not be limited to the Department‟s evaluation of the following:
1. the projected delivery date and/or availability, as stated in the bidders‟ respective quote responses;

If necessary or if deemed to be in the State's best interests, the award may be divided among two or more bidders, cost and other factors duly considered.
If this solicitation includes multiple items to be provided, and you are bidding any of those items on an "all or none" basis, your quote response must state accordingly.

The CDOC is not able to otherwise actively notify prospective bidders of any modifications. (3) The respective delivery dates of the bidders, as stated in the quote responses received, may be an evaluation factor in awarding one or more items on the solicitation, depending upon the delivery needs of the CDOC and the differences between the responses received. The CDOC relies upon the accuracy of the projected delivery date stated in the quote response, and reserves the right to cancel any order for which delivery is not made by the date stated.
