Combined Synopsis/Solicitation N6134025Q0010
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13.3 - Simplified Acquisition Methods, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued.
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a Firm Fixed Price (FFP) Purchase Order (PO) to Aerospace Driven Technologies, Inc. for F-35 products listed in the Contract Line Item Number (CLIN) structure below. This procurement is being pursued as a sole sourced effort due to the unique characteristics and capabilities offered exclusively by Aerospace Driven Technologies, Inc., see Justification and Approval (J&A) Attachment 1. The Aerospace Driven Technologies Inc. products are the only products that can meet the Government’s needs for the reasons stated in the attached J&A.
Interested sources may identify their interest and capability to respond to the requirement, which demonstrates their ability to meet the needs of the Government. Interested sources are encouraged to submit a quote. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
Reference N6134025Q0010 Request for Quotation (RFQ) in all responses.
The North American Industrial Classification System (NAICS) Code for this solicitation is 333310 with a size standard of 1,000 employees. This procurement is not being solicited as a small business set-aside.
All items/components shall be NEW. Refurbished items/components will not be accepted.
Delivery shall be F.O.B. Destination in accordance with FAR 52.247-34. Any applicable shipping costs shall be included in the associated CLIN price.

Delivery of CLINs 0001 - 0003 shall be delivered NLT 30 September 2026.

To be eligible for award the successful offeror must be properly registered in the Government’s System for Awards Management (SAM). Companies may register at: http://www.sam.gov/.
All new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration. Quotes are due no later than 5:00 PM Eastern Daylight Time (EDT) on 17 July 2025. Quotes will only be accepted by e-mail to wyatt.k.nunes2.civ@us.navy.mil. In addition to the requirements found at clause 52.212-1(b) and throughout this synopsis/solicitation, responses must also include a direct point of contact; delivery schedule(s); commercial warranty terms, business type, size standard; CAGE code; and Unique Entity ID (generated by SAM.gov). Vendors are reminded to include a completed copy of 52.212-3 and its ALT I with quotes or indicate that your firm’s Certifications and Representations are current in the System for Award Management. If your response does not include this data, it may be disqualified. Proprietary data in responses will be protected where designated. Vendors are encouraged to obtain a confirmation of quote receipt immediately following quote submission.

(d)Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1)The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2)The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3)As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1)Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. Alternate I (Feb 2000). Alternate II (Jan 2025). As prescribed in 12.301 (b)(4)(ii), substitute the following paragraphs (d)(1) and (e)(1) for paragraphs (d)(1) and (e)(1) of the basic clause as follows:
(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 ( 5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
