a. “Scope” is a measure of the degree of similarity of service/support effort that exists between the solicitation and the offeror's performance on other contracts.

c. “Magnitude” is the dollar value of the work already actually performed under the contract that is relevant to the similar scope and complexity to the current solicitation.
1. . Quality Assessment for Past Performance:
QUALITY OF PRODUCT/SERVICE: Describe their conformance to contract requirements, specifications and standards of good workmanship, demonstrated capability to deliver products and services of high quality to meet contract requirements, instances of rework, and/or deficiency reports, and evidence of effective and/or innovative work applications which were beneficial to the customer.
TIMELINESS/SCHEDULE: Describe the timeliness of the completion of the contract, task orders, milestones, delivery schedules, and administrative requirements (e.g., efforts that contribute to or affect the schedule variance).
COST CONTROL: Describe the effectiveness in forecasting, managing, and controlling contract cost. Describe demonstrated capability to provide contract services at or below their initially proposed costs; the ability to limit direct labor cost growth, the ability of the offeror to control indirect costs, the consistency of the offeror’s accounting practices with regard to allocation of costs. Describe anything innovative resulting in cost savings?
15. Quality Assessment for Past Performance:
BUSINESS RELATIONS: .Assess the integration and coordination of all activity needed to execute the contract, specifically the timeliness, completeness and quality of problem identification, corrective action plans, proposal submittals, the contractor’s history of reasonable and cooperative behavior, customer satisfaction, timely award and management of subcontracts.
MANAGEMENT OF KEY PERSONNEL: Describe performance in selecting, retaining, supporting, and replacing, when necessary, key personnel. Did the contractor match the qualifications of the key position, as described in the contract, with the person who filled the key position? Did the contractor support key personnel so they were able to work effectively?
1. Problems encountered and lessons learned. Describe your ability to isolate past problems down to a root cause, and then describe actions taken to resolve the root cause. Performance problems found during the evaluation of a contractor’s performance, which are not addressed by the Offeror shall be assumed to still exist. Consequently, it is imperative that all performance issues are addressed.
