About this file
This document is a competitive solicitation (No. 06419) for Homeless Camp Cleanup Services issued by a state agency in Washington. The solicitation is for Bio Management Northwest Inc., a contractor bidding to provide cleanup services across three regions: Western, Central, and Eastern. The document outlines a master contract for homeless encampment cleanup services, with detailed requirements for different complexity levels of site cleanups.
The solicitation defines two service categories: Category 1 for high and medium-high complexity cleanups (sites 1.5 acres or larger with challenging terrain and potential hazardous waste) and Category 2 for moderate and low complexity cleanups (sites less than 1.5 acres with flat terrain). Pricing is structured as prevailing wage plus a percentage markup for labor categories including project managers, general laborers, hazardous waste workers, and truck drivers. The contractor can bid on one or both categories across different regions, with specific requirements for safety protocols, environmental protection, waste disposal, and personal property handling. Contractors must provide certifications in hazardous waste handling, bloodborne pathogens, and (for Category 1) steep slope fall protection.

EXHIBIT B-1 – BIDDER QUALIFICATIONS
Competitive Solicitation No.: 06419 – Homeless Camp Cleanup Services
Bidder: Bio Management Northwest Inc, Click in the box(es) to indicate the category(s) for which you are proposing to compete:
☐ Category 1: High and medium-high complexity cleanups
This category is for large sites (1.5 acres or larger) for which cleanup might require heavy equipment and experience in navigating steep slopes, safely removing large amounts of medical, chemical, biological and/or solid waste, and addressing the potential for bloodborne pathogens onsite. Category 1 requires documentation of certification in steep slopes – fall protection equipment; hazardous waste handling and disposal; and bloodborne pathogens (see Section 2).
☐ Category 2: Moderate and low complexity cleanups
This category is for smaller sites (less than 1.5 acres) for which cleanup will not require heavy equipment and the site topography is flat or moderately flat. Category 2 requires documentation of certification in hazardous waste handling/disposal and bloodborne pathogens
(see Section 2).
NOTES:
1) Purchasers may not hire contractors for a Category 1-designated cleanup site that did not bid and win award in that category.
2) Purchasers may not hire contractors for a Category 2-designated cleanup site that did not bid and win award in that category.
3) Purchasers may designate a cleanup site of 1.5 acres or less as Category 1 if the cleanup requires navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) and/or requires the use of heavy equipment.
4) Purchasers may designate a cleanup site of larger than 1.5 acres as Category 2 if the cleanup does not require navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) or the use of heavy equipment.

If bidding on Category 1 only, please respond to Scenarios 1 and 2.
If bidding on Category 2, please respond to Scenarios 3 and 4.
If bidding on both categories, please respond to all four scenarios.
Bidders are asked to propose a work plan, staffing plan (including potential subcontractor use), a plan for allocation of vehicles and/or heavy and light equipment if appropriate per the scenario, and a rough project cost estimate for the following levels of complexity for Homeless Camp Cleanup
