About this file
This document is a second amendment to Contract No. 06419 between the State of Washington's Department of Enterprise Services and WFS Environmental Inc., a Washington corporation, for Encampment Cleanup Services. The contract amendment was executed on April 24, 2024, and expands the contractor's service coverage to include the Western, Central, and Eastern Regions of Washington State, with the contractor categorized as Category 1 in the Western and Central Regions, and Category 1 and 2 in the Eastern Region.
The contract covers encampment cleanup services with specific pricing terms based on prevailing wage rates from the Department of Labor and Industries. For Category 1 services across all regions, the contract establishes maximum hourly rates with a 125% markup for various job classifications, including general laborers ($99.09/hour), hazardous waste workers ($99.09/hour), and dump truck/trailer drivers ($110.36/hour). A project manager rate is set at a flat $150/hour. WFS Environmental is identified as a self-certified small (micro) business, and the contract provides a customer service contact with contact information for Tim Logozzo Sr. The pricing examples are based on Spokane County wage rates, with the understanding that actual rates may vary by county within each region.
