About this file

This document is a comprehensive bid package for the Washington State Contract 06419 for Homeless Camp Cleanup Services, issued by the state and targeting multiple regions (Western, Central, and Eastern). The solicitation is open to WFS Environmental Inc., a company based in Yakima, Washington, seeking to provide cleanup services across different geographic areas. The bid package includes multiple exhibits covering bidder qualifications, work by region, pricing instructions, and certification requirements.

WFS Environmental is bidding for both Category 1 (high and medium-high complexity cleanups) and Category 2 (moderate and low complexity cleanups) across all three regions. The pricing structure involves prevailing wage plus a percentage markup for labor categories including general laborers, power equipment operators, hazardous waste workers, and dump truck drivers. The project manager rate is set at a fixed $212 per hour. The company must provide certifications for hazardous waste handling, bloodborne pathogens, and in Category 1, steep slope fall protection. The bid covers cleanup services involving debris removal, hazardous waste disposal, personal property handling, and site restoration, with project cost estimates ranging from $5,000 for low-complexity sites to $32,000 for high-complexity sites. The contract appears to be a master contract with potential work orders issued by various purchasers.

EXHIBIT C -- Bid Pricing Instructions

Bidders are required to provide pricing on this sheet for each region they are bidding to seek an award of a Master Contract. Bid pricing for labor will be expressed as prevailing wage plus percentage for each region bid (PW+%) or as an hourly rate as marked. The markup percentage must remain firm through the duration of the resulting Master Contract; any Washington State Department of Labor and Industries (LNI) prevailing wage adjustment is automatically accounted for in this model.

LABOR: For each region you are bidding, please enter a percentage that represents markup over prevailing wage in the grayed columns under Straight Time for each designated category of labor that requires prevailing wage: general laborer, power equipment operator, hazardous waste worker (Level C) and driver, dump truck and trailer. For the project manager category, please bid an hourly rate. All prevailing wage labor categories are for journey level workers.

To compute the markup over prevailing wage: Example -- If bidder indicates 250 percent markup over the prevailing wage, and the current prevailing wage is $20/hour, the bidder will be able to charge no more than $70/hr for services under the resulting contract. The markup percentage must remain firm through the duration of the resulting Master Contract, but any LNI prevailing wage adjustment is automatically accounted for in this model. So, for example, if prevailing wage is increased to $25, with the bid markup of 250 percent, the contractor would be able to charge $87.50/hr.

NOTE 1: Purchasers may request travel costs as a line item in a job quote/estimate and negotiate reimbursement agreements with a Contractor. In no case shall travel charges exceed OFM 's mileage reimbursement rate or per diem schedule for the locality.

NOTE 2: Costs of permits and performance bonds, as may be required by Purchaser, shall appear on quotes or invoices at cost with no markup. Equipment rented for a specific advertised job and operation of the equipment must appear on a quote for Purchaser as a separate line item, at cost. Consumable supplies (trash bags, disposable gloves, masks and protective clothing, etc.) and fees associated with disposal of debris, if any, may be invoiced at cost. The cost of transportation to dispose of waste may be chargeable per the FEMA formula at www.fema.gov/assistance/public/schedule-equipment-rates.

Costs for operating owned equipment at a cleanup site can be billed at cost per the FEMA formula: www.fema.gov/assistance/public/schedule-equipment-rates.

Bidder must complete the applicable tab for category(s) it intends to compete:

c. Habitat for endangered species (examples):

2013- Chevron- Willard Bay, Utah. Diesel fuel spill near Bear River Migratory Bird Refuge. Initial priority was to stop diesel from spreading to Refuge. Crew boomed diesel and used skimmers to start collecting diesel.

Crew later worked in marsh land removing contaminates and any potential hazards to wild life and birds. Beaver dams were also in the area. Worked as a sub-contractor on this project.

d. Wetlands (examples):

2011- Exxon Mobil- Silvertip Release, Laurel, Montana. Oil was released into the Yellowstone River. Area was also wet and swampy due to prolonged flooding. Crew boomed oil and assisted in remediation. Crew was designated to remove contaminated vegetation and trees with chain saws. Worked as a sub-contractor on this project.

e. Other environmentally sensitive areas (examples):

2010- BP- Gulf of Mexico. Typical open water and shoreline clean up, but with numerous wildlife effected. Crew would call appropriate people to assist wild life. Worked as a sub-contractor on this project.

4. SCENARIOS

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 6

If bidding on Category 1 only, please respond to Scenarios 1 and 2.

If bidding on Category 2, please respond to Scenarios 3 and 4.

If bidding on both categories, please respond to all four scenarios.

Bidders are asked to propose a work plan, staffing plan (including potential subcontractor use), a plan for allocation of vehicles and/or heavy and light equipment if appropriate per the scenario, and a rough project cost estimate for the following levels of complexity for Homeless Camp Cleanup Services.

NOTE: Cost estimates will not be judged competitively by themselves, but will be evaluated for general appropriateness as part of Bidder’s proposed response to a scenario).

1. High complexity scenario: The site is very large (two acres or more), with steep terrain that is challenging for vehicles and equipment; the site has a high risk for contamination of waterways, groundwater or environmentally sensitive flora. Solid waste left at the site measures in the tons;

there are significant deposits of medical waste (needles and/or drugs) and human waste; many makeshift structures, some of which are fairly sophisticated, remain on-site; significant amounts of residents’ personal property have been left behind.

Supervisor would start by surveying the area and documenting the site photographically then prepare a detailed scope of work in coordination with the Purchaser. Crew will consist of one Project Manager, one Equipment Operator, two General Laborers, three Hazardous Technicians and one Dump Truck driver. Crew will then focus on booming/blocking waterways with construction material. Crew will remove debris by hand or with light equipment to make a clearing area along water way. Crew will proceed to remove garbage, recyclables and hazardous waste from steep terrain using appropriate PPE and light equipment. Crew will then brake into teams; garbage/structures, human/hazardous waste, recyclables and personal property with appropriate PPE and vehicles necessary for receptacle transportation. Crew would then start collecting debris, dismantle temporary structures and remove trash. Power tools will be used to dismantle structures if necessary. If not accessible with light/heavy equipment, debris will be moved to a location that is accessible or carried out by hand. Crew will sort all hazardous waste into appropriate containers to be disposed of. Crew will also proceed to bag, identify, and tag personal property to be delivered and stored at location provided by Purchaser. Any recyclable material will be separated and delivered to a site approved by Purchaser jurisdiction. Once all hazardous material, recyclables and personal property is removed heavy equipment will be used to remove remaining garbage.

All hazardous waste will be delivered to a site permitted to accept such material and documented.

All personal property will be delivered to site approved by Purchaser and documented.

All recyclables will be delivered to a site permitted to accept such material and documented.

Once clear, heavy equipment will back blade ground where tire marks/ruts may have formed, and boom will be removed from natural water.

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 7

Final site photos will be taken, and site inspected by Purchaser.

Project cost estimate, to include labor, dump fees, PPE and vehicles/trailers and equipment, $32,000.00

2. Medium-high complexity scenario: The site is a medium-large site (1.5 to 2 acres) with few terrain challenges and a less-sensitive environmental profile; significant solid waste and human waste;

smaller and less sophisticated structures; lesser amounts of residents’ personal property.

Supervisor would start by surveying the area and documenting the site photographically then prepare a detailed scope of work in coordination with the Purchaser. Crew will consist of one Project Manager, one Equipment Operator, two General Laborers, three Hazardous Technicians and one Dump Truck driver. Crew will then brake into teams; garbage/structures, human/hazardous waste, recyclables/personal property with appropriate PPE. Crew would then start collecting debris, dismantle temporary structures and remove trash. If not accessible with heavy equipment, debris will be moved to a location that is accessible or carried out by hand. Crew will sort all hazardous waste into appropriate containers to be disposed of. Crew will also proceed to bag, identify and tag personal property to be delivered and stored at location provided by Purchaser. Any recyclable material will be separated and delivered. Once all hazardous material, recyclables and personal property is removed heavy equipment will be used to remove remaining garbage.

All hazardous waste will be delivered to a site permitted to accept such material and documented.

All personal property will be delivered to site approved by Purchaser and documented.

All recyclables will be delivered to at site permitted to accept such material and documented.

Once clear, heavy equipment will back blade ground where tire marks/ruts may have formed.

Final site photos will be taken, and site inspected by Purchaser.

Project cost estimate, to include labor, dump fees, PPE and vehicles/trailers and equipment, $22,000.00

3. Moderate complexity scenario: The site is a fairly small site (.75 acre to 1.5 acres) with easy terrain and no significant environmental challenges; solid waste (common garbage and recyclables) is significant but manageable; structures are present, but relatively easy to break down; and personal property is easily managed.

Supervisor would start by surveying the area and documenting the site photographically then prepare a detailed scope of work in coordination with the Purchaser. Crew will consist of one Project Manager, two General Laborers, two Hazardous Technicians and one Dump Truck driver. Crew would then start collecting large debris and dismantling structures. Recyclables and hazardous waste will be sorted into appropriate containers to be disposed of. Crew will also proceed to bag, identify, and tag personal property to be delivered and stored at location provided by Purchaser. All garbage will be delivered to at site permitted to accept such material and documented.

All hazardous waste will be delivered to a site permitted to accept such material and documented.

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 8

All personal property will be delivered to site approved by Purchaser and documented.

All recyclables will be delivered to at site permitted to accept such material and documented.

Final site photos will be taken, and site inspected by Purchaser if available.

Project cost estimate, to include labor, dump fees, PPE and Vehicles/Trailers, $7,700.00

4. Low complexity scenario: The site is a small camp (less than .75 acre) that represents few challenges with terrain, environmental sensitivity, deconstruction of structures, and minimal solid and/or environmental waste; small amounts of personal property are left behind.

Supervisor would start by surveying the area and documenting the site photographically then prepare a detailed scope of work in coordination with the Purchaser. Crew will consist of one Project Manager, two General Laborers, two Hazardous Technicians and one Dump Truck driver. Crew will then boom/block any natural water way with construction material, to protect it from any contamination or run off. Crew would then start collecting debris, dismantle temporary structures and remove trash.

During that process crew will sort all hazardous waste into appropriate containers to be disposed of at site permitted to accept such material. Crew will also proceed to bag, identify, and tag personal property to be delivered and stored at location provided by Purchaser. Any recyclable material will be separated and delivered to a site approved by Purchaser jurisdiction. All garbage will be delivered to a site permitted to accept such material and documented.

All hazardous waste will be delivered tat site permitted to accept such material and documented.

All personal property will be delivered to site approved by Purchaser and documented.

All recyclables will be delivered to a site permitted to accept such material and documented.

Once clear boom will be removed from natural water.

Final site photos will be taken, and site inspected by Purchaser if available.

Project cost estimate, to include labor, dump fees, PPE and Vehicles/Trailers, $5,000.00
