About this file

This document is a competitive solicitation (No. 06419) for Homeless Camp Cleanup Services issued by a state or regional governmental entity. The solicitation involves NetCompliance Environmental Services, LLC as the bidder, who is proposing to provide cleanup services across three regions in Washington state: Western, Central, and Eastern. The document outlines a master contract for homeless encampment cleanup, with the company bidding for two service categories based on site complexity: Category 1 (high and medium-high complexity) and Category 2 (moderate and low complexity).

The contract covers comprehensive homeless camp cleanup services, including debris removal, waste disposal, personal property handling, and site documentation. NetCompliance is proposing hourly rates for different labor categories (project manager, general laborer, power equipment operator, hazardous waste worker, and dump truck driver) ranging from $95 for project managers. The company must meet specific certification requirements, including hazardous waste handling, bloodborne pathogen training, and steep slope fall protection. The solicitation includes detailed scenarios for different cleanup complexity levels, with the company providing cost estimates ranging from approximately $26,837 for low-complexity sites to $44,651 for high-complexity sites. The bid covers multiple counties and requires extensive safety protocols, environmental considerations, and specialized equipment for site cleanup.

3. EXPERIENCE

For both Category 1 and Category 2: Please describe your experience working on cleanups in the terrains or environments below. Your examples should name at least one location or critical area, the Purchaser, and the year in which you performed the work in that terrain/environment.

1. Location

Y/N

a. Urban (examples):

NCES has significant experience working in urban areas over the past several years. Between 2016-2019 we performed hazardous materials

Y

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 5

abatement for Rhine Demolition on multiple Seattle Housing projects in

King County. These were abandoned multi-family structures in the Yesler

Terrace neighborhood. This site was very challenging in that it had steel slopes and the constant struggle with squatters and homeless persons.

We worked with Law Enforcement to clear the property each day to ensure the safety of our personnel while performing our cleanup work.

b. Remote (examples):

NCES has performed work at remote locations such as cleanup of illegal dump sites for the Bureau of Land Management in a remote mountainous area. Most recently in May of 2021, we performed one of these for North

Wind Group, the specific site location provided was at N 42° 12’35.81”, W

122° 6’57.1” (T0390S., R0060E., sec. 004 SWNE). Department of

Environmental Quality had found a site where someone dumped some asbestos illegally.

Y

c. Highway rights of way (examples):

In 2019-2021 NCES has performed cleanup of homeless encampment sites on Interstate 520 to support the replacement bridge project being performed by Graham Contracting in King County. This work has been performed on all different terrains and included drug paraphernalia, human excrement, garbage, makeshift structures, clothing, and other personal items.

2. Critical areas

Y/N

a. Tribal lands and cultural sites (examples):

NCES worked on multiple sites located on tribal lands, most recently we were involved in the I-5 expansion and Portland Ave Bridge in Tacoma which was on over the Puyallup river and I-5. We worked with the Puyallup Tribe TERO officer successfully throughout the project. There were concerns with potential cultural sites, but we did not end up finding any artifacts.

Y

b. Riverside or shoreline erosion area (examples):

Over the past 15 years NCES has performed work for the US Army Corps of

Engineers on Dams in OR and WA. Some of these projects were on waterways, fish ladders, wetlands, and other environmentally sensitive areas.

Y

c. Habitat for endangered species (examples):

In 2020 NCES performed asbestos removal over the fish processing facility at

Bonneville Dam. The work included setting up specialty access equipment, scaffolding, and physical barriers to protect the endangered salmon. This work was completed safely, efficiently, and successfully.

d. Wetlands (examples):

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 6

Over the past 15 years NCES has performed work for the US Army Corps of

Engineers on Dams in OR and WA. Some of these projects were on waterways, fish ladders, wetlands, and other environmentally sensitive areas.

e. Other environmentally sensitive areas (examples):

Between 2017-2021 NCES has performed asbestos and remedial action on the

North Ridge Estates EPA Superfund site in Klamath Falls. This is a former military site that had open range testing back in the day and we worked with UXO techs to perform our cleanup efforts. We have performed work on this site for OR DEQ, North Wind Group, EA Engineering, and APEX Consultants during that period. The largest project was for North Wind Group for 3 consecutive summer season and included the remediation of 600,000 cuyd’s of asbestos contaminated soil in a remote residential neighborhood.

4. SCENARIOS

If bidding on Category 1 only, please respond to Scenarios 1 and 2.

If bidding on Category 2, please respond to Scenarios 3 and 4.

If bidding on both categories, please respond to all four scenarios.

Bidders are asked to propose a work plan, staffing plan (including potential subcontractor use), a plan for allocation of vehicles and/or heavy and light equipment if appropriate per the scenario, and a rough project cost estimate for the following levels of complexity for Homeless Camp Cleanup

Services.

NOTE: Cost estimates will not be judged competitively by themselves, but will be evaluated for general appropriateness as part of Bidder’s proposed response to a scenario).

1. High complexity scenario: The site is very large (two acres or more), with steep terrain that is challenging for vehicles and equipment; the site has a high risk for contamination of waterways, groundwater or environmentally sensitive flora. Solid waste left at the site measures in the tons;

there are significant deposits of medical waste (needles and/or drugs) and human waste; many makeshift structures, some of which are fairly sophisticated, remain on-site; significant amounts of residents’ personal property have been left behind.

2. Medium-high complexity scenario: The site is a medium-large site (1.5 to 2 acres) with few terrain challenges and a less-sensitive environmental profile; significant solid waste and human waste; smaller and less sophisticated structures; lesser amounts of residents’ personal property.

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 7

3. Moderate complexity scenario: The site is a fairly small site (.75 acre to 1.5 acres) with easy terrain and no significant environmental challenges; solid waste (common garbage and recyclables) is significant but manageable; structures are present, but relatively easy to break down; and personal property is easily managed.

Prior to starting any work NCES would visit the site to get a solid understanding of the site conditions, scope of work, and hazards associated with the project. NCES would prepare a site-specific work plan that would include the following sectios:

• Key personnel and Staffing plan

• Organization and responsibilities

• Property Information & scope of work

• Activity Hazard Analysis (AHA)

• Medical Surveillance Program

• Air monitoring if required

• Personal protective equipment

• Personal hygiene facilities and practices

• Decontamination procedures

• Engineering controls and work practices

• Equipment, trucking and material utilization

• Waste management

• Emergency response

• Site control measures

• Pre-task briefings

• Training

• Recordkeeping

• Plan acknowledgements with signatures

See attached estimate for Scenario 4

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 8

4. Low complexity scenario: The site is a small camp (less than .75 acre) that represents few challenges with terrain, environmental sensitivity, deconstruction of structures, and minimal solid and/or environmental waste; small amounts of personal property are left behind.

Prior to starting any work NCES would visit the site to get a solid understanding of the site conditions, scope of work, and hazards associated with the project. NCES would prepare a site-specific work plan that would include the following sectios:

• Key personnel and Staffing plan

• Organization and responsibilities

• Property Information & scope of work

• Activity Hazard Analysis (AHA)

• Medical Surveillance Program

• Air monitoring if required

To whom it may concern:

NetCompliance Environmental Services, LLC (NCES) is a signatory contractor with the Laborers Union in Washington state. At this time, the Laborers training facility is getting ready to start scheduling in person training courses again. They have not been providing training due to the COVID epidemic for over a year now. Due to that fact, a significant amount of our crews are in need of recertification training and/or initial training.

Also, being NCES is signatory with the Laborers Union we have the ability to hire additional trained staff if needed across the State of Washington. However, most of our staff have been with us for more than 5 years.

Please contact me for any further clarifications needed.

Narrative:

NCES has significant experience performing remediation/clean-up projects that are not specific to homeless camp cleanup services but incorporate the use of similar equipment, training, materials, safety & health concerns, and documentation necessary to safely complete.

A couple of examples include JBLM D Block hazardous materials abatement & demolition and the Port Angeles Landfill Cleanup.

The JBLM project was completed in 2020 and included the removal and cleanup of asbestos, lead, PCBs, mercury, pigeon guano/mice feces, and misc. items left behind by people. This project also included hand removal and the use of lifts, skid steer tractors, excavators, and heavy loaders. The contract value on this project was >$1,000,000.

The Port Angeles Landfill project was a government mandated cleanup action that required the removal of 80 years of trash, industrial waste, and known/unknown hazardous materials from a failing section of the landfill to a new waste cell. This required NCES to work with regulatory agencies to establish safe alternative cleanup processes for this mix of waste, debris, and known/unknown hazardous materials on unstable/unsafe steep terrain. This project included the use of small tools, heavy equipment, haulers, etc. and had a contract value of $400,000.

Both projects were completed safely, efficiently, and in compliance with all regulatory requirements.

NCES holds a Master Contract with US Army Corps of Engineers (Portland, Walla Walla, and Seattle Districts) to perform hazardous materials abatement and demolition on all USACE managed Dams in WA/OR/and ID. Like the Homeless Camp Cleanup Services contract, this is a task order-based contract between a few contract holders and the scope of work, terrains, PPE requirements, regulatory agencies, etc. vary by each individual project. NCES has performed multiple projects in the West, Central, and East regions for USACE over the past 15 years. Recently, NCES completed task orders on the John Day and Bonneville Dams in Skamania County, McNary Dam in Benton County, Ice Harbor Lock and Dam in Walla Walla and Franklin Counties, and Chief Joseph Dam in Douglas and Okanogan Counties.

Some of these projects are in remote locations, others are in close proximity to personnel, hazardous electrical equipment, confined spaces, significant fall hazards, steep grades, above and below ground, at waterways, and other unique environments. In all cases, NCES personnel are all trained to the specific requirements of each project, including but not limited to HAZMAT, asbestos and lead abatement, PCB & Mercury cleanup, HECP, OSHA 30, First Aid/CPR, Bloodborne pathogens, and others.
