About this file
This document is a Competitive Solicitation for Homeless Camp Cleanup Services (Solicitation No. 06419) issued by a state agency in Washington. The solicitation is for American Abatement & Demo, LLC to bid on homeless encampment cleanup services across three regions: Western, Central, and Eastern. The document outlines a master contract for cleaning up homeless encampments with specific requirements for bidders, including mandatory capabilities, certifications, experience, and safety protocols.
The solicitation defines two service categories: Category 1 for high and medium-high complexity cleanups (sites 1.5 acres or larger with challenging terrain) and Category 2 for moderate and low complexity cleanups (sites less than 1.5 acres with easier terrain). Pricing is structured as prevailing wage plus a percentage markup, with a project manager hourly rate of $113.00 and a 50% markup for labor categories like general laborers, hazardous waste workers, and dump truck drivers. The contract requires specific safety certifications, including Hazwoper, bloodborne pathogen training, and steep slope fall protection. Bidders must demonstrate previous cleanup experience and capabilities across different terrains and environmental conditions, with a focus on safe waste removal, personal property handling, and environmental protection.

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 1
EXHIBIT B-1 – BIDDER QUALIFICATIONS
Competitive Solicitation No.: 06419 – Homeless Camp Cleanup Services
Bidder: American Abatement & Demo, LLC
Click in the box(es) to indicate the category(s) for which you are proposing to compete:
☒ Category 1: High and medium-high complexity cleanups
This category is for large sites (1.5 acres or larger) for which cleanup might require heavy equipment and experience in navigating steep slopes, safely removing large amounts of medical, chemical, biological and/or solid waste, and addressing the potential for bloodborne pathogens onsite. Category 1 requires documentation of certification in steep slopes – fall protection equipment; hazardous waste handling and disposal; and bloodborne pathogens (see Section 2).
☒ Category 2: Moderate and low complexity cleanups
This category is for smaller sites (less than 1.5 acres) for which cleanup will not require heavy equipment and the site topography is flat or moderately flat. Category 2 requires documentation of certification in hazardous waste handling/disposal and bloodborne pathogens (see Section 2).
NOTES:
1) Purchasers may not hire contractors for a Category 1-designated cleanup site that did not bid and win award in that category.
2) Purchasers may not hire contractors for a Category 2-designated cleanup site that did not bid and win award in that category.
3) Purchasers may designate a cleanup site of 1.5 acres or less as Category 1 if the cleanup requires navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) and/or requires the use of heavy equipment.
4) Purchasers may designate a cleanup site of larger than 1.5 acres as Category 2 if the cleanup does not require navigation of steep slopes (grades of 30 percent [16.7 degrees] or greater) or the use of heavy equipment.

COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 4
Other: Per Amendment 2 – Question 2 (7/22/21): … there should be sufficient time and trainer availability before bids are due for bidders to acquire the steep slope/fall protection certification required for Category 1 awardees.
The availability of online options for the training mitigates the trainer backlog and should allow for completion of the training and certification. In fairness to all bidders, the bid due date for Competitive Solicitation 06419 will be extended to Aug. 31, 2021.
If all good faith efforts to acquire steep slope/fall protection certification fail in time for the bid-due date (now Aug. 31), bidders may still be considered for award if they can document (as an attachment to Exhibit B-1) these things:
• Certifying organizations contacted, including contact names and email addresses;
• Registration for future scheduled training/certification courses, noting the name of the certifying organization (with contact name and email), and date(s) of scheduled training.
Bidders for Category 1 who have documented previous failed attempts by the bid-due date and still have not acquired the certification by the time of official contract award may be awarded a state contract in Category 1, but may not enter into a Category 1 work order with a purchaser until the certification is acquired and listed on the state’s official web page for Contract 06419.
After official award of contract(s), a bidder must acquire the certification within a time period determined by the state or face cancellation of its contract(s).

4. SCENARIOS
If bidding on Category 1 only, please respond to Scenarios 1 and 2.
If bidding on Category 2, please respond to Scenarios 3 and 4.
If bidding on both categories, please respond to all four scenarios.
Bidders are asked to propose a work plan, staffing plan (including potential subcontractor use), a plan for allocation of vehicles and/or heavy and light equipment if appropriate per the scenario, and a rough project cost estimate for the following levels of complexity for Homeless Camp Cleanup Services.
NOTE: Cost estimates will not be judged competitively by themselves but will be evaluated for general appropriateness as part of Bidder’s proposed response to a scenario).
Definitions:
1. High complexity scenario: The site is very large (two acres or more), with steep terrain that is challenging for vehicles and equipment; the site has a high risk for contamination of waterways, groundwater or environmentally sensitive flora. Solid waste left at the site measures in the tons;
there are significant deposits of medical waste (needles and/or drugs) and human waste; many makeshift structures, some of which are fairly sophisticated, remain on-site; significant amounts of residents’ personal property have been left behind.
2. Medium-high complexity scenario: The site is a medium-large site (1.5 to 2 acres) with few terrain challenges and a less-sensitive environmental profile; significant solid waste and human waste; smaller and less sophisticated structures; lesser amounts of residents’ personal property.
3. Moderate complexity scenario: The site is a fairly small site (.75 acre to 1.5 acres) with easy terrain and no significant environmental challenges; solid waste (common garbage and recyclables) is significant but manageable; structures are present, but relatively easy to break down; and personal property is easily managed.
4. Low complexity scenario: The site is a small camp (less than .75 acre) that represents few challenges with terrain, environmental sensitivity, deconstruction of structures, and minimal solid and/or environmental waste; small amounts of personal property are left behind.
COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 8
The following safety and health requirements apply to all four (4) defined scenarios (High complexity; Medium-high complexity; Moderate complexity; and Low complexity)
Prior to being assigned at a “Homeless Encampment Cleanup Site, workers must complete relevant training to include but not limited to:
• Hazwoper
• Bloodborne Pathogen
• Hazard Communication
• First Aid
• Respiratory Protection
Possible vaccinations base on conditions may include:
• HBV vaccination
• Tetanus vaccination
(1) The Project Manager/Superintendent will conduct an initial survey of the site. This survey is intended to determine the scope of work/workplan and identify potential hazards. A checklist/worksheet will be created to define potential hazards. The checklist document shall have two (2) columns, to compare the initial condition before cleanup and completion of abatement.
(2) Initial site surveyor(s) should assume the presence of hazardous conditions, and therefore protected him/herself with PPE and/or equipment such as:
• Hard hat
• Safety glasses
• Tyvek suit
• Impervious gloves
• Safety shoes with puncture resistant soles
Other equipment:
• LEL meter
• “B” voltage testers
(3) Document the cleanup site photographically (possibly using drone technology) both before beginning the cleanup and after completing the contracted job. (Create a before and after (electronic) checklist
(4) Ensure work crews are wearing appropriate personal protective equipment, and follow safety protocols while on site at all times. PPE should include, but is not limited to:
• Hard hat
• Safety glasses
• Tyvek suit
• Impervious gloves
COMPETITIVE SOLICITATION NO. 06419 – HOMELESS CAMP CLEANUP PAGE 9
• Boots with puncture resistant soles
• Cut resistant gloves
• Respirators (if specified)
• Hard hats
(5) The State of Washington has weight limits for lifting Weight, so and the use of lifting assist tools like Tommy lifts, mechanical lifting devices, dumpsters with door/low access, dollies/hand trucks are utilized to minimize muscular skeletal injuries.
WAC 296-62-05105
(Heavy, Frequent or Awkward Lifting (10) Lifting objects weighing more than 75 pounds once per day or more than 55 pounds more than 10 times per day (11) Lifting objects weighing more than 10 pounds if done more than twice per minute more than 2 hours total per day (12) Lifting objects weighing more than 25 pounds above the shoulders, below the knees or at arm’s length more than 25 times per day - WAC 296-62-05105)
For High Complexity scenarios, #1, Steep Slope heavy equipment and trained operators are required.
These sites also have a high risk for contamination of waterways, groundwater, or environmentally sensitive flora. Before the onset of cleanup, install pigs or dams to prevent hazardous waste contamination to flora or into waters ways (not limited to drains, sewers, storm drains, etc.)
High complexity scenarios also have the potential to yield tons of solid waste left at the site. There are significant deposits of medical waste (needles and/or drugs) human waste; many makeshift structures -some of which are sophisticated, and significant amounts of left residents’ personal property.
Dumpster, barrels/drums, and sharps containers should readily be available on the site. Make certain the appropriate waste hauler is contacted (i.e. Pollution Control Board; EPA licensed transporters, medical haulers, etc.)
