About this file

This is an Invitation for Bid (IFB) attachments document for the California Conservation Corps (CCC), a state agency seeking contractor services to deliver OSHA-compliant HAZWOPER training and First Responder Awareness training to Corpsmembers aged 18-25. The CCC requires on-site, in-person 40-hour HAZWOPER training courses at 11 locations across California (Fortuna, Mendocino, Solano, Delta, Monterey Bay, Los Padres, Inland Empire, Norwalk, Pomona, Los Angeles, and Sacramento) and 8-hour First Responder Awareness training at 3 locations (Los Padres, Monterey Bay, and Norwalk). Each training course must accommodate a maximum class size of 30 students with a minimum enrollment of 25, and instruction must utilize engaging, multi-modal learning approaches. The contract term covers two fiscal years (FY 26/27 and FY 27/28), with pricing evaluated on a two-year combined basis where the lowest bidder wins the award.

Bidders must submit a comprehensive bid package including a completed Bid Cover Page, Bid Submission Checklist, Payee Data Record (STD 204), Contractor's Certification Clause, Bidder Declaration identifying all proposed subcontractors, proof of current commercial general liability insurance ($1,000,000 minimum), commercial automobile insurance ($1,000,000 minimum), and worker's compensation coverage, and a completed Cost Worksheet with all expenses itemized per location. Bids exceeding $100,000 require completion of the California Civil Rights Laws Attachment. Additional conditional submissions include the Darfur Contracting Act Certification if the bidder has conducted business outside the United States within the previous three years, and Disabled Veteran Business Enterprise Declarations if claiming the DVBE incentive. Post-award, insurance certificates must include specific endorsements naming the State of California as an additional insured with primary and non-contributory coverage for liability policies and waiver of subrogation for worker's compensation.
