About this file
This document is a Market Survey for the C5ISR Gateway to Sustainment (G2S) Program, soliciting input from potential contractors for a multiple-award contract supporting the U.S. Army Communications and Electronics Command (CECOM). The survey seeks to identify organizations capable of supplying commercial and non-commercial items and services across multiple Federal Supply Classes (FSCs) related to communications, electronics, and computer equipment, covering approximately 263 weapon systems. The scope includes items in categories such as telecommunications equipment, communications security equipment, radio and TV communications, radar equipment, electrical components, and ADP hardware.
The five-page survey asks detailed questions about potential contractors' supply chain management capabilities, experience as prime contractors, industry partnerships, ability to handle first article testing and engineering change proposals, technical support capabilities, and capacity to stock items with predictable demand. Respondents are asked to return the completed survey by September 30, 2025, to Kevin Strausser at the Defense Logistics Agency-Aberdeen. The document emphasizes that this is not a Request for Proposal or Quote, but rather a market research effort to understand potential contractors' capabilities for a 10-year multiple-award contract supporting CECOM C5ISR equipment and services.

C5ISR GATEWAY TO SUSTAINMENT (G2S) CONTRACT OVERVIEW: The Government is interested in On-
Ramp additional organizations to our current acquisition vehicle that can supply commercial and non-commercial items and services supporting U.S. Army Communications and Electronics Command (CECOM) Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) areas under the current contracts. This program is currently in place to solve and prevent issues in a rapid modernization environment. It is anticipated that multiple award contract vendors will compete to craft sustainment solution sets for a system early in its life cycle, to include hardware, software, engineering, obsolescence responsibilities, PBL, and depot partnering. The Federal Supply Classes (FSC) covering these items and services include, but are not limited to:
5805 – Telephone and Telegraph Equipment
5810 – Communications Security Equipment and Components
5820 – Radio and TV Communications Equipment, Except Airborne
5840 – Radar Equipment, Except Airborne
5895 – Miscellaneous Communication Equipment
5975 – Electric Hardware, Supplies
5985 – Antennas, Waveguides, Related Equipment
5995 – Cable, Cord, and Wiring Assemblies; Communications Equipment
5996 – Amplifiers
5998 – Electrical, Electronic Assemblies; Boards, Cards, Assoc Hardware
5999 – Miscellaneous Electrical and Electronic Components
6130 – Converters, Electrical, Nonrotating
6625 – Electrical and Electronic Properties Measuring, Test Instruments
7021 – ADP Cent Processing Unit (CPU, Computer), Digital
7025 – ADP Input/Output and Storage Devices
Additional FSCs also fall within the scope of the contract. The FSC Sampling Spreadsheet includes additional
FSCs, however the scope of the contract is not limited to only these FSCs.
The Government will own many Technical Data Packages (TDPs) for the universe of items. However, some items will be Commercial-Off-The-Shelf (COTS) or will support items in which the Government does not own the
TDPs.
You input is highly encouraged, as your answers to the questionnaire and recommendations will enhance the acquisition process.
