About this file

This is a Sole Source Justification for a follow-on task order under the General Services Administration (GSA) Multiple Award Schedule (MAS) program.

The Department of the Interior's Interior Business Center is procuring software licenses and support services from Unison Software, Inc. for the Federal Retirement Thrift Investment Board (FRTIB). The requirement is a follow-on to existing contract 47QTCA19D00EP, task order 140D0420F0362, and will be solicited as solicitation number 140D0426Q0236. The scope includes Unison PRISM Software as a Service (SaaS) licenses comprising 43 buyer seats and 95 non-buyer seats, 65 Virtual Acquisition Office (VAO) passwords, inactivation notification and annual maintenance, and 4,940 hours of Senior Systems Analyst support. The performance period is six months (base period from 05/09/2026 through 11/08/2026) with two 12-month option periods and one final option period through 05/08/2029. The contract will be structured as a hybrid Firm Fixed Price and Time-and-Materials task order.

The justification asserts that Unison is the sole capable source because PRISM is the only automated acquisition system offering the specific functionality required, with no authorized resellers available. The government conducted market research through GSA's Market Research as a Service (MRAS), NASA SEWP V GWAC, and GSA Federal Supply Schedules. An RFI issued on 03/05/2026 with response due 03/16/2026 yielded six responses, with only three indicating they were authorized Unison resellers; however, Unison confirmed it has no authorized agents or resellers. The contracting officer determined pricing will be reasonable based on DOI's prior use of PRISM since 2013, current GSA Schedule rates, and requested vendor discounts. The justification cites PRISM's FedRAMP authorization, integration capabilities with federal financial systems (Oracle, SAP, CGI), FPDS-NG and SAM interfaces, and established support infrastructure as unique qualifications that justify sole source procurement.

SOLE SOURCE JUSTIFICATION

AUTHORITY: Revolutionary FAR Overhaul (RFO) 8.401(b)(DEVIATION MAR 2026), General Services Acquisition Regulation (GSAR) 538.7104-3 and 40 U.S.C 501

SOLICITATION # 140D0426Q0236

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “FSS Sole Source Justification."

Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division I/Branch III, on behalf of the IBC Financial Management Directorate (FMD) in support for the Federal Retirement Thrift Investment Board (FRTIB).

2. Nature and/or description of the action being approved.

This is a sole source justification of a follow-on requirement to contract 47QTCA19D00EP, task order 140D0420F0362 for support services and Unison PRISM Software as a Services (SaaS), Virtual Acquisition Office (VAO) Passwords and maintenance in support of the FRTIB. The FMD, on behalf of the FRTRIB, has a continuing need for licensing and support of their existing PRISM SaaS solution. This requirement will be solicited to Unison Software, Inc. against their General Services Administration (GSA) Multiple Award Schedule (MAS) contract 47QTCA19D00EP, resulting in a hybrid Firm Fixed Price and Time-and-Materials task order.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The scope of this effort encompasses the software licenses for the existing PRISM SaaS solution, currently being utilized by the FRTIB and the IBC FMD staff. The contractor will provide full hosting, and systems support for the PRISM SaaS solution, as well as ad-hoc support, as needed, to the SaaS middleware solution, which interfaces with the FMD Oracle Federal Financial (OFF) Environment. In addition to the PRISM SaaS licenses, the contractor will provide 65 Virtual Acquisition Office (VAO) Passwords. See licenses and support listed below:

Part # Product Description Units SaaS-01 SaaS PRISM Acquisitions – First 5 Buyer Seats 5 SaaS-01 SaaS PRISM Acquisitions – Next 10 Buyer Seats 10 SaaS-01 SaaS PRISM Acquisitions – Each Additional Buyer Seats 28 TOTAL Buyer Seats 43

Part # Product Description Units SaaS-02 SaaS PRISM Acquisitions – First 10 non-Buyer Seats 10 SaaS-02 SaaS PRISM Acquisitions – Next 40 non-Buyer Seats 40 SaaS-02 SaaS PRISM Acquisitions – Each Additional Buyer Seats 45 TOTAL Non-Buyer Seats 95 provides a more accurate basis for evaluating the cost of similar efforts moving forward with a replacement system.

Acquisition Planning functionality. PRISM is the only automated acquisition system which provides this functionality. It allows users to identify needs, requirements, budgets, projected deliveries, etc. that will subsequently be carried over to PRs, contracts, mods, and options, which would enable the full end-to-end process of the acquisition process to be captured within one module.

The following facts are presented as additional support for this justification:

a. Access to the latest PRISM functionality – the FRTIB will have access to the full acquisition business process functionality in PRISM. PRISM is already widely used, and Unison continuously works with its customers to evolve the solution, so it will meet the future needs of the procurement community. This is achieved using multiple End User Forums and Special Interest Groups. In addition, Unison is responsible for applying new versions and service packs, so SaaS PRISM is always the latest generally available PRISM version.

b. FedRAMP authorization – PRISM and FedConnect® have completed FedRAMP authorization and are listed on the GSA FedRAMP page.

c. Integration to Federal Systems – Unison has created and maintains interfaces to available federal regulatory reporting sites from PRISM. The FRTIB will have direct interface access to, FPDS-NG, SAM, and Grants.gov (if applicable).

d. Standard FAR updates – Unison keeps SaaS environments current with the latest FAR updates.

e. Real-time funds control through financial system integration – Seamless integration to all major federal financial systems (e.g. Oracle, SAP, CGI). The FRTIB integration would include PRISM Web Services and configured middleware to simplify integration.

Middleware solutions enable a more streamlined switch from one Federal financial system to another (e.g. SAP to Oracle) in the event it is needed in the future. Transactions include commitments, obligations, funds checks, invoice, and reference data (vendors, account codes, etc.).

f. Integration to FedConnect® vendor portal for paperless contracting – PRISM provides electronic contract folders and integration to FedConnect® provides for paperless interaction with vendors through bidding and award management.

g. Financial Assistance/Grants in one instance – All the benefits for acquisition can also be accomplished for Federal Financial Assistance. PRISM Grants provides complete Federal Financial Assistance business process functionality. The same interface for acquisition funds control can also be utilized for Grants benefiting from the one integration already in place.

Support all in one place – Unison includes a professional service organization able to deploy SaaS PRISM and provide on-going training and support. Unison consultants hold a myriad of certifications including PRISM certifications, technical certifications (e.g. Oracle DBA certifications), and support certifications (e.g. ITIL). Service level agreements manage the support provided by Unison.

h. VAO passwords are required to secure access to proprietary federal procurement data, regulations, and training materials. They ensure that only FRTIB authorized personnel can access sensitive acquisition information, protecting the integrity of the government contracting process. These passwords are part of mandatory security controls, often aligned with compliance requirements.

5. A determination by the ordering activity contracting officer that the order represents a fair and reasonable price consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3).

GSA has already determined the MAS contracts fair and reasonable, therefore, the Contracting Officer determined that the anticipated price will be reasonable based on prior acquisition history of the PRISM software by DOI and comparing to current order rates. DOI uses PRISM as their procurement software agency-wide; their pricing has been determined to be the best value to the Government with each option exercise since 2013. Additionally, the Contracting Officer will request discounts from the vendor’s GSA Schedule rates. A determination of price reasonableness will be conducted by verifying the proposed rates against the contractor’s current GSA Schedule pricing, as published and available through the GSA’s Multiple Award Schedule.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

AQD conducted market research by requesting a scope review on GSA Federal Supply Schedules and GWACs, a GSA Market Research as a Service (MRAS) was utilized, surveying National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V GWAC and reviewing of previous procurement history.

The government surveyed NASA SEWP V GWAC to determine if the requirements to procured were available on the contract vehicle. It was determined that requirements are not available on NASA SEWP V GWAC. The government requested a scope review on GSA on 03/04/2026. A scope determination was made on 03/05/2026 which determined that this requirement is within the scope of GSA MAS IT and applicable to Special Item Number (SIN): 54151S – Information Technology Professional Services, NAICS 541519.

A request for information (RFI) was issued via GSA MRAS on 03/05/2026 with a response date no later than 03/16/2026. The government received six responses, of which five were small businesses and one a large business. Upon review of the market research only three businesses indicated that they were authorized resellers of the Unison products/services required. However, Unison Software, Inc. indicated that they do not have any authorized agents and/or resellers of their products and/or services.

The previous contract 47QTCA19D00EP / task order 140D0420F0362 was procured as a sole source to Unison under GSA Multiple Award Schedule (MAS). The requirement was procured as a sole source because there are no authorized resellers of Unison.

7. Any other facts supporting the justification.

Not applicable.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.

The government will periodically survey the market for alternative solutions, if any future procurements are planned.
