Performance Work Statement Laboratory Analysis of Environmental Soil and Water Samples Date: February 18, 2026

1. GENERAL DESCRIPTION: The Contractor shall provide all necessary and qualified personnel, facilities, equipment, transportation and materials required to provide Laboratory Analysis of inorganic or organic parameters in sediment, soil, or water. This Blanket Purchase Agreement (BPA) shall cover requirements for laboratory analysis of sediment, soil, or water samples for inorganic or organic parameters in accordance with, but not limited to, the tests stated in the pricing schedule. The samples may be collected throughout the states of California, Oregon and Nevada.

2. PRODUCTS: Reclamation will be responsible for supplying and delivering the samples to the Contractor. The Contractor shall analyze the samples using approved Environmental Protection Agency (EPA) or other approved methods and report the results of the analysis to Reclamation.

3. LOCATION OF SERVICES: Samples shall be collected from California, Oregon and Nevada by Reclamation and delivered to the contractor’s facility.

4. GENERAL REQUIREMENTS:

A. If an award is offered, the laboratory must submit to and pass an in-person Quality Assurance (QA) Laboratory Audit (Attachment #A) by CGB-157 personnel and receiving an acceptable review of the laboratory’s QA Manual, round-robin performance evaluation samples, and reporting limits.

B. The laboratory or satellite office should be located within the Bureau of Reclamation’s (USBR) Interior Region 10, California-Great Basin to accommodate sample delivery, which is in Sacramento, CA.

C. The laboratory must analyze USBR samples in the batches requested on the Chain of Custody.

D. The laboratory must follow the USBR QA section guidelines for re-analysis:

i The USBR QA section will incorporate blind external Quality Control (QC) samples as an external laboratory check. The USBR QA section also evaluates sample results against historical data to determine if a result is an outlier.

ii If QC samples results fail acceptable criteria or if a result is a historical outlier, the QA section will request re-analysis of the sample(s). The re-analysis request will provide a confirmation range and a bracket of samples to re-analyze if the laboratory cannot confirm the original result.

iii If the laboratory confirms the original result(s), USBR will pay for the re-analysis. If the laboratory does not confirm the original result, there will be no charge to USBR for the re-analyzing of the sample(s).

iv If the laboratory does not confirm the original result, the laboratory must re-analyze the bracket of samples at no additional cost to USBR.

E. To meet the required turn-around times, the laboratory is responsible for assessing whether re-analysis confirmed the original result and determine if additional bracket analysis is necessary.

F. The laboratory must meet the following turn-around times:

i Initial analysis – 3 week turn-around time.

ii 1st set of re-analysis – 2 week turn-around time.

iii 2nd set of re-analysis – 1 week turn-around time.

G. The laboratory must analyze the samples within the parameter’s holding time. If the laboratory does not analyze the samples within the parameter’s holding time and re-sampling must occur, the laboratory must analyze the newly submitted samples at no cost to USBR and must analyze the newly submitted samples within a one week turn-around time.

H. The laboratory must provide Level 1 certified bottles for all sampling events upon request.

I. The laboratory shall participate in annual performance testing studies and demonstrate acceptable analytical performance by analyzing the samples for these studies.

J. The contractor shall submit an electronic copy of the data report and an electronic data deliverable (EDD) conforming to the specifications indicated in Attachment B to the appropriate Program Office via the following email accounts:

· CCAO NKyle@usbr.gov The EDD must follow the formatting and content shown in Attachments B and C. In general, the EDD shall include at a minimum the laboratory name, laboratory report number, laboratory report date, laboratory sample number(s), field identification number(s), date/time analyzed, analyte name, additional analyte information, analyte CAS, sample result, result unit, analytical method, reporting limit, reporting limit unit, minimum detection limit, minimum detection limit unit, sample dilution factor, and laboratory QC name.

K. Preference will be given to contractors that can provide analysis of analytes with listed “Maximum Reporting Limit” Contractors will be compared based on how many of the methods they utilize, the RLs for those methods (listed RL must be a minimum of 3 times the MRL) and the cost of analysis.

L. The laboratory shall not charge USBR for the performance evaluation samples submitted by USBR as part of the audit.

M. All laboratory analysis must be conducted in-house. The laboratory may not sub-contract USBR samples for analysis without approval from the USBR QA section.

N. The laboratory shall supply acceptable MDL studies for the parameters listed in the pricing schedule.

O. If specified, the laboratory shall report results between the MDL and the RL on the laboratory report (commonly called "J" flagged results).

5. THE BPA ORDERING PROCESS: As requirements are determined by the Government to be appropriate for ordering under this BPA materialize, the government may issue Requests for Quotations (RFQs) to the BPA Holder(s). The RFQs will include the following: 1) a Statement of Work describing the work to be performed; 2) any special contractual requirements that will apply to the order, to include delivery requirements/performance schedules; and 3) quotation preparation and submittal instructions.

6. MINIMUMS AND MAXIMUMS: The Government is obligated only to the extent of authorized purchases made under this BPA. No work is guaranteed under the BPA. Therefore, there is no minimum dollar value of work that will be ordered by the government under this BPA. The maximum dollar value for this BPA will be $500,000.00 per year for a total of $2,500,000.00 for five (5) years.

7. BPA ORDER LIMITATIONS: Each order issued under this BPA will be for an amount exceeding $0.00 but not more than $500,000.00 per year.

8. ORDERING OFFICES: The USBR Environmental Monitoring and Assessment Branch (CGB-157), Central California Area Office (CCAO) and Klamath Basin Area Office (KBAO) will order testing services ranging from $0.00 to $10,000. The USBR Interior Region 10, California-Great Basin will order the testing services ranging from $10,001.00 to $500,000.00.

9. AUTHORIZED CALLERS: Only authorized callers from the USBR Environmental Monitoring and Assessment Branch (CGB-157), Klamath Basin Area Office (KBAO), Central California Area Office (CCAO) and the USBR Acquisition Services Office (CGB-3800) will place orders under this BPA. At time of award a letter will be issued listing the authorized callers. In the future a letter may be issued to the BPA Holder/Contractors to add additional personnel if needed to this list. Only authorized Callers from the USBR Interior Region 10, California-Great Basin Acquisition Services will place calls under this BPA over the micro purchase limits.

10. PERIOD OF PERFORMANCE:

Option Year #4:August 1, 2030 to July 31, 2031

11. FIRM FIXED PRICE: Orders placed under this BPA will be firm fixed price. Price quotations will include all costs associated with performance of the required service, to include all labor, materials, travel, per diem, and any other direct, indirect or incidental costs necessary for performance of the services ordered. Unless the order is modified in writing (e.g. there is a change in the scope of services ordered), the obligated amount will not be adjusted. The cost breakdown furnished with the price quotation is for information purposes only, so that the Government may verify that the lump sum price being quoted conforms with the agreed to rate established on the BPA.

12. INVOICES: One itemized invoice shall be submitted monthly for all services rendered during that calendar month. Itemization should list each analysis performed, the USBR field IDs analyzed, and the laboratory report that contained the results. The invoices must be submitted through IPP.gov for proper payment.

13. QUALITY ASSURANCE SURVEILLANCE PLAN: The plan is one evaluation method the government uses to perform surveillance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
