About this file
This document is a Q&A related to an Invitation for Bid (IFB) issued by the California Conservation Corps (CCC) for HAZWOPER training. The CCC is seeking a contractor to provide 40-hour HAZWOPER training at 10 locations and 24-hour First Responder Awareness training at 3 locations throughout California. The training is intended to prepare CCC Corpsmembers to safely respond to emergencies and build skills for future career opportunities. The class size is capped at 30 students per location, with a minimum enrollment of 15. The training must be engaging and use various learning modalities.
The previous incumbent was Global Vision Consortium, Inc., and this is the first year the CCC is issuing a statewide contract for this training. Pricing should include all expenses, including travel based on California reimbursement standards. The CCC will provide half-masked respirators with filters for the hands-on portion, but the vendor may need to provide any additional equipment, such as SCBA, if desired. The proposal can be submitted via email or mail, with email being the preferred method.

HAZWOPER TRAINING
C4310-105255/ IFB Event #31878
1. The IFB states CCC is looking for a “24-Hour First Responder Awareness Training”, however 24 hours represents an Operational level course. Can you please clarify if CCC is looking for an 8-hour Awareness level or a 24 hour Operational level course? The CCC is looking for a 24-hour course to provide our members an advanced opportunity to learn as much as possible, get more hands-on experience and earn a higher certification that could be used towards future career opportunities.
2. In the 40-hour General Site Worker course, will CCC be requiring the students to practice donning and doffing an SCBA? If so will CCC be providing the SCBA's and the medical clearances needed to use the equipment?
a. If donning and doffing PPE is required in the practical application, will there by any CCC staff available to assist the instructor given the max. class size is 30 students? Or could we limit the class size to ensure adequate time for this portion of the training? We do not want to limit the max class size to fewer than 30 to ensure enough training opportunities are available to each CCC site. But keep in mind that class size will vary depending on existing commitments scheduled at each site. We will work with each CCC site to get a roster of names prior to each training and share that with the vendor to plan accordingly. With notice, we should be able to coordinate CCC staff to assist in this portion.
3. Exhibit A, Scope of Work states “Provide education on career pathways and introduce students to potential employers that require or preferential hiring for positions with a HAZWOPER certification.” Will CCC be providing this information to be added to our manual as an addendum? The CCC will not be providing this information. The intent is to help our members understand how this training can be used outside of the CCC. This could be a brief summarization of what entry level opportunities exist in your respected field. This can be as simple as allotting time for members to search available jobs near them and ask the instructor questions about positions they find, the instructor sharing past careers they may have held that required the 40-hour HAZWOPER certification.
4. Is there an incumbent for this bid? May we request their pricing? Prior incumbent was Global Vision Consortium, Inc. Pricing is not applicable, as this is the first year that we are doing a state wide contract. In the past we have done this training per region and therefore pricing was broken down accordingly.
5. Is the ERG book to be kept by each student, or can we provide copies for the students to borrow during class time, and return back to the instructor once class is completed? No, we do not currently provide it. If you can, please provide a copy for the class that will be returned once the class is completed.
6. Please confirm that the final cost listed in the cost proposal shall include travel based on CA reimbursement standards. Yes, please be sure that the total amount includes all expenses including travel.
7. Page 21, Section 2 states the proposal should be mailed; however, Page 5, Section E.
states to email it. Please clarify. Both mail and email are accepted forms of submission, however we do prefer that you email it to the email address listed in the IFB packet.
8. Will the California Conservation Corps (CCC) provide the Self-Contained Breathing Apparatus (SCBA)? Or will the vendor be responsible for bringing the equipment to the training? I noticed the PPE statement but did not see SCBA listed. The CCC will be providing half masked respirators with filters for the hands-on portion of the training. If the trainer would like to provide 1 or 2 SCBAs for visual aid they would need to provide that themselves.
9. Is there an existing contract? Who is the incumbent? The previous incumbent was Global Vision Consortium, Inc. The contract was through 6/30/24.
