Overview: THIS ANNOUNCEMENT IS NOT A REQUEST FOR APPLICATIONS. This announcement is to provide public notice of the National Park Service’s intention to award financial assistance for the following project activities:

Under the Chesapeake Bay Watershed Agreement, Executive Order 13508 and the Chesapeake Bay Initiative Act, the NPS leads and coordinates activities and programs to promote and increase public access to recreation and natural and cultural resources, interpret Chesapeake gateway sites and watertrails, foster public stewardship, and conserve watershed resources. Corazón Latino will be a key near- and long-term partner in the support of NPS efforts to conserve important resource lands, enhance public access, and develop recreational and interpretive resources and advance citizen stewardship. Corazon Latino will assist the NPS and its partners in providing multicultural, Latino and Hispanic communities with access, meaningful engagement and opportunities participate in recreation, stewardship, and restoration-related activities associated with Chesapeake Bay Gateways Network sites.

Specified projects and initiatives pursuant to this Agreement will be individually authorized by separate NPS task agreements, with each project or activity having a separate statement of work and budget developed cooperatively between the NPS and Corazon Latino.

Recipient: Corazón Latino
Sub Involv: 1. Consult with and advise Recipient to identify and implement projects that advance the development of the Chesapeake Bay Gateways and Watertrails Network, the Captain John Smith Chesapeake National Historic Trail and efforts to implement Executive Order 13508 for Chesapeake Bay Watershed Protection and Restoration and the 2014 Chesapeake Bay Watershed Agreement.

2. Provide financial assistance and technical assistance, subject to the availability of funds, to Recipient to carry out objectives set forth in Task Agreements subsequent to this Cooperative Agreement.

4. Work closely with Recipient staff to ensure that projects comply with all federal regulations, policies and procedures and are consistent with NPS policies, standards, guidelines, and priorities.

5. Maintain regular communication with Recipient staff to ensure that work is implemented effectively and that any issues are identified and readily addressed.

Justification: Corazon Latino submitted an unsolicited proposal to undertake a series of activities to "develop a replicable, adaptable, and scalable community outreach project for the Chesapeake Bay Gateways Network to engage, educate and mobilize Latino communities into conservation stewardship and environmental literacy." The proposal set out a methodology based around research on community outreach in stewardship activities, as well as on transcreation for developing culturally relevant and linguistically appropriate materials and media.

Corazon Latino's proposed objectives and methods would directly further NPS Chesapeake Bay Gateways Network program objectives. Many network sites are seeing substantial increases in use by Latino communities, but have few culturally appropriate materials and limited resources for developing engagement in stewardship activities. Site managers participating in a 2019 NPS Gateways Network stewardship summit identified a high priority need for developing strategies for engaging Latino communities. NPS Chesapeake does not have existing contracts or cooperative agreements in place to address this issue for the Chesapeake Bay Gateways Network in any systematic way. The unsolicited proposal directly addresses this issue.
