1. JTT Background and Objectives:

Joint Targeting Toolbox (JTT) is an Air Combat Command (ACC)-sponsored software capability which provides standardized, secure, automated decision support for joint and allied commanders worldwide. The system is deployed at Command and Control (C2) nodes at the national, force, and component elements in support of decision-makers and will include targeting capabilities compatible within the force/theater-level common operating environments

(plan, execute, and assess).

JTT supports joint/coalition combat operations which include integrated air, ground, naval, and cyber targeting functions throughout the joint targeting cycle to include objectives, target development, capabilities analysis, force assignment, force execution and assessment working seamlessly between multiple security domains. JTT gives the targeting community the ability to be interoperable and collaborative across the joint enterprise. JTT allows end - to - end target planning, via host/core service and joint C2 systems, by targeteers and target specialists at all planning levels and nodes.

The JTT Program Management Office (PMO) is currently modernizing the fielded legacy system JTT 5.x (JTT-CP, Capabilities Package) with a brand-new codebase: JTT 6.x. The next acquisition seeks to continue development of JTT 6.x with the following potential objectives:

• Enterprise Scalability:

o Ability to deploy to various security domains and networks (NIPRNet, SIPRNet, JWICS, DoD Agency, Joint Services, & Coalition Interoperability) o Cross-domain solutions o Denied, degraded, intermittent, or limited (DDIL) support

• Integration/Interoperability:

o On-boarding, Continuous Integration/Continuous Delivery (CI/CD) onto

Government-furnished DevSecOps platform o Integration and Automation with legacy and modernized applications within Air

Force Air Operations Centers (AOCs) o Integration with other enterprise targeting applications o Integration with legacy and modernized enterprise intelligence databases

• Fielding/Training:

o Supporting cloud/on-prem installation and deployment of JTT within Air Force, AOC, U.S. Intelligence Community (IC), Joint, Combatant Command (CCMD), U.S. Armed Forces, Coalition, and Allied partner locations o Remote-based and in-person administrator and user training at Continental United

States (CONUS) and Outside Continental United States (OCONUS) locations

• Operations Support:

o Bug fixes o Security patches o Minor improvements

• Helpdesk/Exercise Support:

o Ability to support on call up to 24/7/365, when necessary o CONUS/OCONUS in-person exercise support

• New Capability Development:

o Agile requirements to meet emerging user needs o Building to new targeting data structures

2. Program Background:

The JTT PMO at AFLCMC/C3C, is seeking information on how interested parties could provide sustainment services and further develop systems for the JTT software application. The contractor may perform the work at its facility, remotely, and/or locally within the Hanscom AFB, Massachusetts and/or Langley AFB, Virginia area, as well as remote and in-person training and helpdesk support at locations both CONUS and

OCONUS.

The contractor must have the knowledge, processes, and tools required to sustain and maintain separate deployable software baselines, using agile software methodologies. The contractor must also have the facilities available to host

UNCLASSIFIED, Controlled Unclassified Information (CUI), SECRET, and TOP

SECRET classified information with 24/7 on-demand access within a virtualized environment. The contractor must be able to provide a helpdesk to support user engagement. Additionally, contractor personnel must have the ability to travel within austere environments to provide support to fielded systems.

AFLCMC/C3C seeks to leverage industry best practices to rapidly deliver capabilities while posturing for future and potentially disruptive information technology

(IT). It supports the Air Force by acquiring software to meet the needs of warfighters and Joint users across the globe, employing Agile and DevSecOps software principles.

The Air Force seeks information on capabilities from interested contractors to support the JTT capability to facilitate market research and determine the best strategy and approaches for satisfying requirements.

Performance locations are flexible with potential for remote work and travel to

CONUS or OCONUS locations. The PMO is primarily located on Hanscom AFB, MA. Remote work is dependent upon work being done and ability to travel as needed.

Requirements for new and added capabilities to JTT continue to evolve.

AFLCMC/C3C continues to work with the Air Force and Joint Staff to refine and expand JTT requirements to support targeting missions within Air Force AOCs, CCMD, and allied and coalition partners.

3. Market Research Approach:

Through responses provided to this RFI and subsequent Market Research engagements, the Government intends to obtain the following:

• Industry’s input and suggestions on refining requirements and technical approach

• Recommendations on the Government’s acquisition and contracting approach

• Information on industry’s capabilities to meet the JTT requirement

Respondents to this RFI may be invited to participate in further market research activities, including Virtual One-on-One activities and Question-and-Answer sessions.

Note to Respondents:

The PMO is an agile organization, and we welcome and encourage innovative inputs.

4. System for Award Management (SAM):
