About this file
This is a Justification & Approval for Other Than Full and Open Competition (J&A) form for a simplified acquisition seeking pest management exclusion services for the Ice Age office location.
The procurement seeks pest management services to provide critical exclusion systems consisting of metal mesh fabric lining for basement walls, floors, and exterior skirts around the office building. The justification is based on urgent and compelling circumstances, as employees are currently catching 6-10 mice weekly in office spaces and removing multiple snakes from common areas and cubicles. The lack of official foundation in the converted farmhouse has enabled pests to burrow into the building, resulting in daily rodent dropping cleanups and accumulated snake skin sheds in the crawl space. Market research conducted by IATR contacted five pest management companies in the Madison, Wisconsin area; only two agreed to focus on exclusion for both mice and snakes. The first company offered only gap filling and active rodent trapping, which would not address burrowing access. One quote was received from Termix Wil-Kill, which provided detailed exclusion work to eliminate entry points through the basement, crawl space, and outer building foundations. The justification and approval were signed by Bethany Gassman on June 24, 2026, and by Contracting Officer Joseph Kirk on July 10, 2026. The form does not specify an anticipated contract value or the PR number.

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
__Pest management services to provide critical exclosures for mice and snakes. Exclosure system will consist of metal mesh fabric that will be used as a lining for basement walls, floors and exterior skirt around the office buildin.______________________________________________________
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
__X____ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain: _ Currently, employees in the Ice Age office are catching anywhere from 6-10 mice in their office space a week and have to remove multiple snakes that have been located in common areas and found nestled between office cubicles. Due to the lack of official foundation to the old farmhouse that was turned into government work spaces- pests have been able to burrow into the building. Rodent droppings are being cleaned nearly daily and snake skin sheds have accumulated in the crawl space.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
_IATR reached out to 5 different companies that offer pest management services in the Madison, WI area.
Of those, only two agreed to do work that would focus on exclusion for both mice and snakes. The first company offered only filling gaps and holes on the building itself along with active rodent trapping. This work would not address the access for burrowing pests and snakes. We did receive one quote from Termix Wil-Kill which provided detailed exlcusion that would eliminate entry through the basement, crawl space and outer building foundations.
