About this file

This is a Justification & Approval for Other Than Full and Open Competition for Simplified Acquisitions document dated 7/27/26 with PR Number 44054743. The National Park Service at Indiana Dunes National Park is procuring emergency repair services for the West Beach Auto Shop wastewater lift station, originally constructed in 1978. The lift station conveys sanitary wastewater from the Auto Shop to the City of Gary's sanitary sewer system and has experienced significant deterioration of internal piping, float controls, and pump sealing components.

The justification invokes urgent and compelling circumstances as the basis for sole source acquisition. The approximately 48-year-old lift station requires immediate repairs to prevent system failure, which would interrupt proper wastewater conveyance from the Auto Shop. Market research was not performed due to the urgent nature of the requirement and the specialized expertise needed for wastewater lift station repair. The Government identified Pro Pump as a qualified local contractor with demonstrated experience in municipal and commercial wastewater lift station maintenance and repair, and determined that immediate mobilization was in the Government's best interest. The document notes that additional competition would have delayed repairs and increased the risk of wastewater system failure. The contracting officer, Agustin Perez Maldonado (Civil Engineer/COR), signed the justification on 7/27/26, and Joseph Kirk signed as the Contracting Officer. No approval from a Warranted Individual Level Above the Contracting Officer is indicated on the document.

Text3: The National Park Service (NPS), Indiana Dunes National Park, requires emergency repair services for the West Beach Auto Shop wastewater lift station. The lift station was originally constructed in 1978 as part of the West Beach Auto Shop sanitary sewer system. The lift station conveys sanitary wastewater from the Auto Shop to the City of Gary's gravity sanitary sewer system. The existing lift station consists of a duplex (dual) submersible pump system. The required work includes:Remove and pull both submersible wastewater pumps.Inspect both pumps for operational condition.Replace pump mechanical seals and other worn components as necessary.Replace the discharge piping associated with both lift pumps.Replace four (4) float switches, including lead, lag, stop, and high-water alarm floats.Reinstall, test, and commission the complete lift station to verify proper operation and alarm functionality. The intended purpose of this procurement is to restore the reliability and operational integrity of the wastewater lift station and prevent an interruption of sanitary sewer service to the West Beach Auto Shop.
Text4: The West Beach Auto Shop wastewater lift station is approximately 48 years old and has experienced deterioration of its internal piping, float controls, and pump sealing components. Continued operation without repair significantly increases the likelihood of lift station failure.Failure of the lift station would prevent the proper conveyance of sanitary wastewater from the Auto Shop to the City of Gary sanitary sewer system. Such a failure could result in wastewater backups within the facility, potential sanitary sewer overflows, interruption of maintenance operations, environmental impacts, and possible regulatory compliance issues. The repairs must be completed as soon as practicable to maintain continuous wastewater service and protect government property and public health. Delaying the procurement to conduct a full and open competition would substantially increase the risk of system failure before repairs can be completed. The need for this procurement became apparent following inspection of the lift station, which identified deteriorated discharge piping, aging float controls, and pump components requiring immediate repair to maintain reliable operation. Critical Performance Date: Contractor shall mobilize and complete repairs as soon as possible following award to minimize the risk of lift station failure.

Text8: Due to the urgent nature of the requirement and the specialized nature of wastewater lift station repair, extensive market research was not practical without delaying the required repairs. Indiana Dunes National Park has identified a qualified local contractor (Pro Pump) with demonstrated experience in municipal and commercial wastewater lift station maintenance and repair. The Government determined that using a qualified contractor capable of immediate mobilization is in the Government's best interest. No other offers were solicited because additional competition would have delayed the repairs and increased the risk of wastewater system failure. The proposed price will be evaluated and determined fair and reasonable through comparison with the Independent Government Cost Estimate (IGCE), prior procurements for similar work, and available commercial pricing.
