About this file
This document is a Justification and Approval for Acquisitions Under the Simplified Acquisition Procedures from the Bureau of Land Management (BLM). The BLM seeks to contract with the Tooele County Sheriff's Office (TCSO) on a sole-source basis for law enforcement services to support public lands management in Tooele County, Utah. The contract will provide additional law enforcement coverage for high-traffic recreational areas including Five Mile Pass Recreation Area, Knolls Recreation Area, Bonneville Salt Flats, and the Pony Express Road, particularly during peak weekend periods in spring and fall.
The estimated 5-year contract value is $51,930.00, with an annual cost of $10,386.00. The justification emphasizes TCSO's unique qualifications, including primary jurisdictional authority to enforce state and county laws, familiarity with local ordinances, certified peace officers, ability to serve as Incident Commander, and capability to investigate serious incidents. The procurement is authorized under the Federal Land Policy and Management Act (FLPMA) of 1976, which encourages contracting with local law enforcement agencies. The BLM notes there are no plans for future competition due to TCSO's specific jurisdictional advantages, and a notice of intent to sole source will be posted on SAM.gov.
