About this file

This is a Scope of Work document for bus transportation services submitted by the California State Parks-Channel Coast District for the Refugio Jr. Lifeguard Program during the 2027 summer season. The contractor must provide daily bus service transporting approximately 80 children per route between Refugio State Beach and designated pick-up and drop-off locations across two service routes: the West County Route (Vandenberg Village, Lompoc, and Buellton) and the East County Route (Santa Ynez, Solvang, and Buellton). The program operates from June 14, 2027, through July 30, 2027, Monday through Friday, excluding state and federal holidays, with program hours from 10:00 a.m. to 3:00 p.m. Pick-up times vary by location, ranging from 8:45 a.m. to 9:20 a.m., with corresponding drop-off times between 3:30 p.m. and 4:20 p.m. The contract includes five scheduled field trips to various California beaches and parks: Gaviota State Park (June 25 and July 23), Goleta Beach Park (date to be determined), Carpinteria City Beach (July 9), Jalama County Beach Park (July 1 and July 30), and Santa Barbara East Beach (July 16). Field trips to Carpinteria City Beach and Santa Barbara East Beach require early pick-up at approximately 6:30 a.m. with projected drop-off at 5:00 p.m., and the Carpinteria City Beach trip will likely require one additional bus of Type A or B.

The contractor must furnish all labor, equipment, and materials necessary to complete the services. Drivers are not required to remain on-site but must return to the park by 2:55 p.m., with arrival at the loading zone by 3:00 p.m. Parking for buses is available in the gravel lot on the west side near the dumpsters when open and available. The solicitation encourages but does not require participation from Disabled Veteran Business Enterprises (DVBE). Bid documents are to be submitted via email to ccdbid@parks.ca.gov or mailed to California State Parks-Channel Coast District, 911 San Pedro Street, Ventura, CA 93001. The scope of work does not specify pricing terms, incumbent information, or other financial details in this document.
