The contractor will furnish all labor, equipment, supervision, services, transportation, and tools necessary to deliver and maintain portable chemical toilet units at designated locations (North Shore, South Shore, and South Finegold areas) within the park. The estimated quantities include between 4 to 10 handicapped accessible units and 5 to 10 regular units per service period, with service frequencies ranging from weekly to every other week throughout a three-year contract term beginning from the Notice to Proceed. A mandatory job walk is required on Monday, May 18, 2026, at 10:00 a.m. at 5290 Millerton Road, Friant, CA 93626; bids must be submitted electronically by Friday, May 29, 2026, at 2:00 p.m. to CVD.Contracts@parks.ca.gov. Written questions from bidders are due by Friday, May 22, 2026, at 2:00 p.m., with answers provided by addendum on the Cal eProcure website. Bids will be opened publicly via conference call, with interested parties required to request access codes 24 hours in advance.
The bid will be awarded to the lowest responsible bidder whose bid complies with prescribed requirements. Pricing must include all applicable taxes and expenses. The contract includes a minimum 6% Disabled Veteran Business Enterprise (DVBE) participation requirement; failure to meet this threshold will render the bid non-responsive, though bidders exceeding the requirement will receive an incentive for evaluation purposes. A five percent (5%) Small Business preference will be granted to properly certified small businesses. All bids shall remain valid for 30 calendar days after the bid opening date. The successful bidder must execute the Standard Agreement Form 213 and return it within five working days of receiving notice of contract award. Contractors must hold all necessary state licenses, certifications, and insurance for waste disposal; all personnel must be trained, licensed, and wear clearly identifiable uniforms. Service reports documenting observations, treatments, and recommendations must be provided after each scheduled and unscheduled visit. The contractor must provide all necessary tools, materials, and supplies for the chemical toilet rental and service operations.
