About this file

Summary

This is a Proposal Checklist and Supporting Bid Documents package for Agreement Number C26554004, issued by the California Department of Parks and Recreation (State of California, Natural Resources Agency) for the Oceano Dunes District. The solicitation requests proposals from qualified ornithologists or biologists to conduct bird banding services for the Western Snowy Plover (WSP) and California Least Tern (CLT) at the Oceano Dunes State Vehicular Recreation Area (ODSVRA) throughout the 2027, 2028, and 2029 breeding seasons, approximately March 20 to September 10 each year. The contractor will manage the endangered avian banding program, coordinate banding color assignments with the United States Geological Survey (USGS), band hatched clutches within specified timeframes (12 hours for WSP, 24 hours for CLT), and capture and band juveniles or adults as necessary. Proposals must include all required attachments submitted by a specified deadline (date not populated in the document), with completion of the Proposal/Proposer Certification Sheet, references, cost proposal worksheets, payee data records, and various compliance certifications mandatory for responsive submissions.

The cost proposal shall be structured for three fiscal years (2027, 2028, and 2029) with separate line items for direct labor (by position classification with salary rates, percentage allocation, fringe benefits, and hourly rates), overhead, travel, equipment and supplies, other direct costs, and subcontractor costs. The solicitation offers a five percent preference to California Small Business certified bidders and requires documentation of Disabled Veteran Business Enterprise (DVBE) participation in accordance with Public Contract Code Section 10115, with bidders required to either be DVBE-certified or demonstrate good faith efforts and minimum participation goals. Proposers must provide three relevant references for similar services performed within the past five years, submit a completed STD 204 Payee Data Record (required for state payment processing), and certify compliance with California nondiscrimination requirements. Proposals that do not include all required attachments and signatures may be rejected as nonresponsive, and the State reserves the right to waive irregularities or reject any or all bids.
