About this file
This document is a Level 1 Health, Safety and Environmental Specifications exhibit for RFP 260597 issued by the Orange County Transportation Authority (Authority) for Centers for Medicare & Medicaid Services (CMS) Medicare Section 111 Reporting Services. The specifications establish mandatory health, safety, and environmental compliance requirements applicable to all contractors, subcontractors, suppliers, and employees performing work on Authority property. The contractor is responsible for complying with all applicable Authority Health, Safety, and Environmental Compliance (HSEC) requirements, project site requirements, bus yard and rail safety rules, and all federal, state, and local health, safety, and environmental regulatory requirements. The contractor must identify hazards, implement appropriate controls, and ensure safe work practices throughout the contract duration. Non-compliance with safety standards, repeated unsafe acts or conditions, or disregard for safety specifications may result in corrective action ranging from suspension of work and removal from site to contract termination at the Authority's sole discretion.
The specifications require immediate notification to the Authority's designated representative of all incidents, including Authority property damage, Cal/OSHA recordable injuries and illnesses, first aid cases, near-miss incidents, environmental incidents such as spills or releases, and inspections by outside regulatory agencies. Contractors must provide verbal notification immediately followed by a written preliminary incident report to the Authority's Project Manager within twenty-four hours. Serious injuries, Cal/OSHA recordable injuries or illnesses, serious incidents, and significant near-miss events may require formal incident investigation submittal and review as directed by the Authority. The specifications note that the requirements are not all-inclusive of potential hazards and that contractors bear sole responsibility for comprehensive hazard identification and safe work execution.
