About this file
This document is a Level 1 Safety Specifications exhibit prepared for the Orange County Transportation Authority (OCTA) in support of the M2 Environmental Cleanup Program's call for projects. The exhibit establishes comprehensive safety requirements and specifications for contractors and consultants participating in Project X environmental cleanup initiatives. The specifications outline mandatory safety protocols, equipment standards, and operational procedures that must be implemented during project execution phases, including Tier 1 and Tier 2 project implementations. These Level 1 specifications serve as the foundational safety framework that all bidders and awarded contractors must comply with throughout the contract term, ensuring consistent safety standards across multiple project phases and activities.
The Level 1 Safety Specifications function as binding technical requirements that establish the baseline safety performance standards for the M2 Environmental Cleanup Program. Compliance with these specifications is mandatory for all contractors seeking award under the as-needed, time-and-materials services contract. The specifications address critical safety considerations essential to environmental remediation work, including personnel protection, hazard identification and mitigation, equipment operation standards, and incident reporting procedures. These requirements ensure that all project delivery and technical support activities—including applicant assistance, technical review and scoring, CTFP Guidelines development, and post-award administration—maintain consistent safety standards and protect all personnel involved in Project X implementation.
