About this file
This is an Invitation for Bids issued by the California Department of Parks and Recreation for the Gold Fields District and NORCOM, soliciting proposals for districtwide chemical toilet and handwashing station rental, servicing, and pumping of vault toilets, outhouses, septic tanks, and floating tank services. The contract covers multiple state recreation areas including Prairie City, Auburn, Marshall Gold Discovery, and Folsom Lake, with services needed from October 1, 2025, through August 2028. The scope includes regular and emergency servicing of chemical toilets, handwashing stations, and various types of tanks at numerous locations, with specific service frequencies ranging from weekly to annual pumping. The contract includes contingent and emergency service provisions that can be activated upon request by parks staff.
The bid package includes various pricing tiers and service levels, with costs to be determined by bidders for each specific location and service type. The contract offers opportunities for small businesses and disabled veteran-owned businesses, with a five percent preference for certified small or micro businesses. Bidders must complete multiple forms including certification of compliance with civil rights laws, drug-free workplace requirements, and disclosures about artificial intelligence usage. The total contract value will be calculated based on the unit prices submitted for each location and service type across the different park sectors, with potential for additional emergency and contingent services throughout the contract period.
