About this file

This is a Request for Proposals (RFP) issued by the California Department of Parks and Recreation's Off-Highway Motor Vehicle Recreation Division for Off-Highway Motor Vehicle Safety Training services. The contract (No. C25550004) seeks a contractor to provide comprehensive safety training for All-Terrain Vehicles (ATVs), Off-Highway Motorcycles (OHMs), and Recreational Off-Highway Vehicles (ROVs) across nine State Vehicular Recreation Areas (SVRAs) in California. The training will include 16 classes annually (4 per quarter per vehicle type), with specific geographic distribution requirements: 4 classes in Northern California, 4 in Central California, and 8 in Southern California. The contract term is three years, starting September 1, 2025, with the potential for extension. Proposers must provide hands-on training for various age groups, emphasizing safety, environmental responsibility, and compliance with California vehicle laws.

The RFP includes multiple set-asides and preference programs, including opportunities for Small Businesses (SB), Micro Businesses (MB), and Disabled Veteran Business Enterprises (DVBE). Proposers can receive preference points for meeting certain small business participation goals, with a potential 5% bidding preference for businesses subcontracting at least 25% of work to certified small businesses. The contractor will be compensated for actual hours worked, with rates to be specified in the Cost Proposal Worksheet. Additional requirements include providing outreach materials, conducting safety days, maintaining detailed records, and submitting quarterly data to the department. The total contract value is not explicitly stated, but the comprehensive training requirements suggest a significant scope of services.

DPR is not a certifying agency for Small and Disabled Veteran Businesses. The qualifying certifications can be obtained through DGS (SB, MB, DVBE).

The Proposer is expected to present within the Technical Proposal a narrative detailing how it will utilize SB/MB/DVBEs throughout the life of the Agreement. The Proposer shall identify firms being utilized to meet the SB goals, including the estimated contract values and scopes of work that will be used to meet these goals.

Each listed certified SB, MB, and DVBE must perform a Commercially Useful Function in the performance of the Agreement as defined in Government Code section 14837(d)(4).

4.4.3.1 Small Business Preference Program

In accordance with Government Code section 14838, a certified SB/MB is entitled to claim a 5% preference in Proposing on this RFP.

In order to receive the SB Preference, SB/MB Proposers must provide proof of current certification.

4.4.4 Disabled Veteran Business Enterprise Requirement and Incentive

4.4.4.2 DVBE Participation Incentive

The DVBE Incentive Program was established by statute and applies to contracts solely financed by State funds. This program is separate from the DVBE Participation Program and is designed to encourage Proposers to partner with DVBE subcontractors.

The incentive may be combined with other incentives and preferences

Any Proposer who has attained more than the minimum required participation, if applicable, is eligible to receive the incentive.

4.4.4.3 Application of DVBE Incentive

The amount each DVBE received from the Prime contractor;

Attestation that all payments under the contract have been made to DVBE(s);

The actual percentage of DVBE participation that was achieved.

A Contractor that fails to comply with the certification requirement shall, after notice, be allowed to cure the defect. Notwithstanding any other law, if, after at least 15 calendar days but not more than 30 calendar days from the date of notice, the prime contractor refuses to comply with the certification requirements, the department shall permanently deduct $10,000 from the final payment, or the full payment if less than $10,000. The Combined Proposal Scores will be calculated as follows:

Minimum Requirement Score Technical Merit Score

Maximum 20Points Maximum 80 Points

Total possible combined score Maximum 100 Points
