About this file
This is a Scope of Work (Exhibit A) for RFP 250426 issued by the Orange County Transportation Authority (OCTA) in cooperation with the California Department of Transportation (Caltrans) and local jurisdictions within Orange County. OCTA seeks a qualified consultant to prepare the Interstate 405 Corridor Plan, a comprehensive policy-driven and performance-based planning document that will identify transportation needs, develop candidate transportation improvements, establish project eligibility requirements, and create a transparent evaluation framework for future investments within the 405 Corridor Investment Zone. The project is anticipated to be completed within approximately 18 months following Notice to Proceed. The scope encompasses seven major tasks: project management and coordination (including facilitation of up to 12 Technical Advisory Committee meetings); public outreach and engagement (including participation in up to 2 webinars and 3 stakeholder roundtables); corridor understanding and baseline conditions analysis; development of corridor goals, objectives, and performance framework; multimodal needs and investment strategy development; project evaluation and prioritization framework development; and preparation of draft and final corridor plans. The consultant will develop a candidate project inventory database, establish performance measures across three investment categories (freeway improvements, transit investments, and local streets and roads improvements), and create a defensible prioritization methodology applicable to future Excess Toll Revenue Expenditure Plans.
The scope requires the consultant to maximize use of existing transportation planning resources and data, including outputs from the Orange County Transportation Analysis Model, Caltrans Performance Measurement System, and previous corridor studies, rather than developing new models or conducting original traffic counts. The consultant shall coordinate closely with OCTA throughout the project, utilize Microsoft Teams for meetings and document sharing, and provide all deliverables in electronic format compatible with OCTA's current software systems. The Plan must support implementation of the Policy and Framework for the Use of 405 Express Lanes Excess Toll Revenue, which was approved by the OCTA Board in November 2025, and comply with applicable Title VI requirements and statewide corridor planning guidance. The study area encompasses the adopted 405 Corridor Investment Zone, including Interstate 405 and the 405 Express Lanes with a three-mile buffer on both sides within Orange County, and extends south to Interstate 5. The planning horizon extends approximately 15 years from 2025 through 2040, with emphasis on identifying direct benefits to the I-405 freeway system and supporting future transportation investment decisions by OCTA and local jurisdictions.

EXHIBIT A
Interstate 405 Corridor Plan Scope of Work
1. PROJECT OVERVIEW
Background
The Orange County Transportation Authority (OCTA), in cooperation with the California Department of Transportation (Caltrans) and local jurisdictions, implemented the Interstate 405 (I-405) Improvement Project between State Route 73 (SR-73) and Interstate 605 (I-605). The project included the addition of one general purpose lane in each direction and the implementation of the 405 Express Lanes, which commenced operations on December 1, 2023.
OCTA operates the 405 Express Lanes pursuant to tolling authority granted by the California Transportation Commission and under a Toll Operating and Lease Agreement with Caltrans.
The agreement, federal financing requirements, and applicable state and federal laws establish requirements governing the use of excess toll revenue generated by the facility.
Assembly Bill 194 (AB 194), the primary authorizing legislation for the 405 Express Lanes, requires that excess toll revenue remaining after all eligible facility expenses are paid be reinvested within the corridor from which the revenue was generated pursuant to an adopted expenditure plan. As a result, OCTA has established a framework to guide future investment of excess toll revenues within the I-405 corridor.
In November 2025, the OCTA Board of Directors approved the Policy and Framework for the Use of 405 Express Lanes Excess Toll Revenue. The framework established the 405 Corridor Investment Zone (Attachment A) and identified the need for a comprehensive corridor planning effort to support future transportation investment decisions. The framework identifies three primary transportation investment categories:
• Freeway Improvements
• Transit Investments
• Local Streets and Roads Improvements
The framework further establishes that future transportation investments must demonstrate direct benefits to the I-405 freeway system and be developed through a comprehensive corridor planning process.
Limitation on Governmental Decisions
Nothing contained in this scope of work permits CONSULTANT’s personnel to authorize or direct any actions, votes, appoint any person, obligate, or commit OCTA to any course of action or enter into any contractual agreement on behalf of OCTA. In addition, CONSULTANT’s personnel shall not provide information, an opinion, or a recommendation for the purpose of affecting a decision without significant intervening substantive review by OCTA personnel, counsel, and management.
