About this file
This is a comprehensive project manual and set of engineering documents for a septic system improvement project at McArthur Burney Falls Memorial State Park in Shasta County, California, prepared by the California Department of Parks and Recreation. The project involves replacing the existing septic system at the park, with work scheduled to commence after September 8, 2025. The scope includes installing an 8,000-gallon fiberglass septic tank, a 3,000-gallon concrete dosing chamber, pressure-dosed sand beds with Eljen B43 modules, new electrical service, and associated infrastructure. The project will require ground disturbance monitoring by a representative of the Pit River Tribe, and all construction work is to be performed Monday through Friday between 7:00 AM and 5:00 PM.
The project is funded through the California State Parks department and will be completed using specific manufacturer components, including Custom Fiberglass Works tanks, Zoeller pumps, and Eljen treatment modules. The electrical infrastructure will be connected to an existing panel, with new conduits and conductors being installed. Total project electrical load is calculated at approximately 14,788 VA at 240V. The project includes specific environmental and archaeological protection measures, such as monitoring for ground disturbance, preserving sensitive areas, and implementing storm water and soil loss prevention strategies. Contractors will be required to submit detailed submittals, follow strict installation guidelines, and adhere to California building, electrical, and environmental codes.

CLEARING AND GRUBBING
Part 1 - GENERAL
1.01 DESCRIPTION
A. Clearing and grubbing consists of removing all trees, vegetation and other objectionable material from within the areas of new construction as shown on the plans.
B. Unless shown to be removed or altered, existing improvements and facilities, adjacent property, trees and plants are not to be removed and shall be protected from injury or damage.
1.02 PAYMENT
Payment for all work called for in this section will be considered as included in other items as shown on the Bid Form. No separate compensation will be allowed by the State.
Part 2 - PRODUCTS (not used)
Part 3 - EXECUTION
3.01 CLEARING AND GRUBBING
Clear all identified trees, vegetable matter and man-made structures from the construction site as shown on the plans.
A. Limit clearing to 2 feet beyond planned structures and embankments.
B. Grub roots and buried vegetable matter within proposed excavation.
C. Remove man-made structures deep enough to prevent interference with new construction.
D. Clearing for utility trenches shall be limited:
1. Only remove trees marked by the State’s Representative.
Section 02102 - Page 2 Clearing and Grubbing
2. Only remove enough roots to place the utility.
3. Only remove enough shrubs to allow trenching equipment to operate.
3.02 TRIMMING
A. Clearance:
1. Provide 20-foot vertical clearance above new roads and parking areas.
2. Provide 8-foot vertical clearance above new walks.
3. Provide 6-foot vertical clearance above new buildings.
B. Technique: When a woody limb must be shortened or removed, the piece is always pruned just above a junction with another growing part (e.g., main stem, larger branch, equal-sized branch, smaller branch, twig, or bud).
Removing or shortening a woody limb that is larger than 2 inches in diameter is a 3 step process. For limbs smaller than 2 inches in diameter, the Contractor may skip to Step 3, Final Cut.
Step 1, Undercut: The undercut is necessary to prevent the bark from peeling and to assist in directional felling. Cut into the bottom of the limb at a point 1 to 2 feet beyond the junction with another growing part (stem, branch, twig, bud). Cut the limb 1/3 of the way through or until the saw begins to bind. When removing a vertical stem, make the undercut on the side that you wish the stem to fall.
Step 2, Precut (Jumpcut): The precut (jumpcut) is done to remove most of the limb weight. The precut is made on the top of the branch at a point 1 to 2 inches beyond the undercut (or on the opposite side of a vertical stem 1 to 2 inches above the undercut). The precut (jumpcut) is made all the way through the limb until it breaks off.
Step 3, Final Cut: The final cut is made to facilitate wound healing. The final cut is not a flush cut; the final cut shall not injure the branch bark ridge or the branch collar (see definitions).
1. When the smaller limb at a junction is to be removed, then the final cut is made perpendicular to the branch being cut. The final cut shall be close to, but not injuring the branch collar.
Section 02102 - Page 3 Clearing and Grubbing
2. When the larger or equal-sized limb at a junction is to be removed, then the final cut shall be made close to and parallel to, but not injuring the branch bark ridge.
The Contractor shall not apply any material onto the final cut surface of a limb.
C. Definition of Terms:
1. The Branch Collar, when visible, is a swelling of the limb at its point of attachment to a larger limb. This swelling usually encircles the smaller limb and connects with the Branch Bark Ridge.
2. The Branch Bark Ridge, when visible, are areas, rings, or line of bulging bark that may be rough and darker in color than the surrounding bark. The Branch Bark Ridge occurs at the junction of 2 limbs, between the 2 limbs.
