The 76th Commodities Maintenance Group (CMXG) requires Blanket Purchase Agreements (BPA) for the purchase of Hexcel brand frozen prepreg materials. The BPA is required due to the past years of volatility of pricing and the fluctuation of materials required. The purpose of this commercial, Brand Name Justification (BNJ) is for the purchase of Hexcel-brand frozen prepreg material as prescribed by the specifications stated below. Multiple new Firm-Fixed Price (FFP) BPAs for branded material will be issued as a result of this approved Class BNJ. A class J&A is appropriate based on the expectation that there will be individual calls placed across multiple BPAs supporting this requirement. The ceiling price for this Class action BNJ is with a five (5) year ordering period. The estimated award date for these BPAs is Sept 2024.

The 76 CMXG at Tinker Air Force Base (AFB) is responsible for the testing, repair, and manufacturing of Aircraft Radomes for the E-3, B-52, B-1B, and KC-135 aircraft. The F155 resin material provided by Hexcel is used to repair and rebuild multiple assets on all supported weapon systems (E-3, B-52, B1B, KC-135) at Tinker AFB, these assets include Nordam Radomes, B-52 Wing Tip Skins.

TINKER / CMXG Qualified Products List (QPL) Boeing Material Specification (BMS) 8-79 specifies Hexcel Corporation as the sole manufacturer of the F155 resin material. Hexcel Corporation allows authorized resellers to supply the required F155 resin material.

In addition, per AFMCI 63-1201 pg. 47 if this is classified as an Aviation Critical Safety Item then the failure of this item could cause a catastrophic or critical failure resulting in the loss or serious damage to the aircraft or weapons system, an unacceptable risk of personal injury, loss of life, or an un-commanded engine shutdown that jeopardizes safety. Damage this serious would be considered a Class "A" Mishap and could result in Federal Criminal charges due to the Loss of Property and Loss of life.

Frozen Prepreg Composite Materials falls under NAICS 325520 and FSC 6850. These components are subject to a Non Manufacture Rule (NMR) waiver. The NMR waiver requires that vendors selected for this effort have to be a small business. Using the existing vendor and previous market research for purchase order FA812518C0011 resulted in two small businesses being identified. An additional search in the Small Business Administration dynamic search under the NAICS and using key words "Hexcel", "Prepreg" and "composite" resulted in an additional three Small Business vendors being identified.

The Contracting Officer (CO) will utilize price competition IAW FAR 13.106-3(a)(1), to ensure the price is fair and reasonable. Specifically, the CO will compare quotes received to one another for price competition. If only one quotation is received, then the CO will compare the proposed price to the IGE as well as the multiple Rough Order of Magnitude (ROMs) received from industry.

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (325520) looking for companies that could provide Hexcel Prepreg Composite Material. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide frozen prepreg Hexcel material. Based on the stated market research and the time required for this commodity to be completed it is in the best interest of the Government to proceed with this purchase through local contracting as a small business set aside acquisition.
