SUBJECT: Sole Source Justification for C22-088 Far Field Range Traveling Wave Tube Amplifier Replacement
1. 76 CMXG request the procurement of a new Far Field Range TWTA. The Traveling Wave Tube Amplifier 9108/95400H75J18 is used to amplify the radio frequency (RF) range: 7.50-18.00 GHz broadcasted from the Transmit Tower in the Far Field Range located in B3507. This range is used to test the B-52 radomes. The current TWTs used in the range are not operational and have been discontinued. The total estimated value is not to exceed the Simplified Acquisition Threshold (SAT).
2. There are currently two TWTs in the range. One suffered a major failure when one of the circuit cards caught on fire. The other has a fault that cannot be cleared and keeps it from being able to function properly. The MCL TWT MT4100’s that have been in use have been found to be discontinued and are no longer supported by any vendor. The Quarterwave Traveling Wave Tube Amplifier 9108/95400H75J18 has been found to be a suitable replacement that will be capable of connecting to our unique test stand and its associated software. Quarterwave is the company that can provide the replacement item with a one week lead-time for the purchase and delivery of the equipment. This is a one of a kind range and the loss of its capability will result in 100% loss of production capacity in the testing of the B-52 radomes. The range has been non-operational since 16 February 2022 due to TWT issues, resulting in 8 MICAPs for the supported end item. The purchase of the TWT will ensure the restoration of this range’s capability.
3. Due to the circumstances described herein, the activity requests authority to acquire the item(s) listed in this document on a sole source basis from the following vendor:

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334515 and /or 334511) looking for companies that could provide a Traveling Wave Tube Amplifier . A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Traveling Wave Tube Amplifier. In review and based on the urgency of need, there is only one sources that can provide this commodity for this acquisition.
