Statement of Qualifications Summary
This Statement of Qualifications (SOQ) document pertains to Anne Arundel Community College (AACC) in Maryland and solicits qualifications from construction management firms to provide Construction Manager at Risk (CMAR) services for the Hotel, Culinary Arts and Tourism (HCAT) addition to the Clauson Center for Innovation and Skilled Trades (CCIT) located on the Arnold Campus. The College will evaluate submitted qualifications to identify the most qualified firms, which will then be invited to submit technical and price proposals. Following proposal evaluation, the College intends to select a CMAR firm and negotiate a Guaranteed Maximum Price (GMP) for the project. The SOQ submission process is the initial stage of a two-phase selection methodology designed to ensure qualified contractor participation in this construction project.
The document does not specify explicit pricing information, set-asides, contract term duration, or renewal options within the SOQ phase. As an evaluation document focused on qualifications rather than contract terms, it does not detail funding amounts or sources. The selection process emphasizes the qualifications, experience, and capability of construction management firms to deliver CMAR services for this higher education construction initiative, with final pricing and contract details to be negotiated following the technical proposal stage.

SECTION I GENERAL INFORMATION
1.1 INTRODUCTION
Anne Arundel Community College (AACC) is soliciting Statements of Qualifications (SOQs) from qualified construction management firms for Construction Manager at Risk (CMAR) services associated with the Hotel, Culinary Arts and Tourism (HCAT) Addition to the Clauson Center for Innovation and Skilled Trades (CCIT) located on the Arnold Campus.
This procurement will be conducted in two phases. During Phase One, the College will evaluate Statements of Qualifications and determine the firms that are most qualified to perform the required services. Firms selected to advance will be invited to participate in Phase Two and submit technical and price proposals for CMAR services.
The College intends to award a contract for preconstruction and construction phase services utilizing the Construction Manager at Risk (CMAR) delivery method. Under this approach, the selected CMAR firm will provide preconstruction services during the design phase and, if authorized by the College, serve as the general contractor for construction of the Project under a Guaranteed Maximum Price
(GMP).
The selected CMAR firm will work collaboratively with the College, the Architect/Engineer (A/E), and other project stakeholders to support the successful planning, design, procurement, and construction of the Project. Additional information regarding the CMAR delivery method and scope of services is provided in Section 1.4.

1.2 PROJECT SUMMARY
Anne Arundel Community College intends to retain the services of a Construction Manager at Risk (CMAR) for the Hotel, Culinary Arts and Tourism (HCAT) Addition to the Clauson Center for Innovation and Skilled Trades (CCIT) located on the Arnold Campus. This project has an estimated construction budget of approximately $10,677,000 and an estimated furnishings, fixtures, and equipment (FF&E) budget of $1,494,000, for a total project budget of approximately $12,171,000.
The Hotel, Culinary Arts and Tourism (HCAT) program currently operates on the Arnold Campus within the Humanities Building and at the Hotel, Culinary Arts and Tourism Institute in Glen Burnie. The Glen Burnie facility (6,221 NASF / 15,406 GSF), which houses instructional training laboratories and a commercial kitchen, has developed significant building deficiencies, including major structural issues.
Following a comprehensive evaluation of the facility, Anne Arundel Community College and Anne Arundel County determined that consolidating the program on the Arnold Campus would be more cost effective than renovating the existing building. A Facility Program Manual completed in 2025 recommended the construction of an addition to the Clauson Center for Innovation and Skilled Trades to accommodate the HCAT program.
The HCAT Addition to the Clauson Center for Innovation and Skilled Trades will provide a permanent home for hospitality, culinary arts, and tourism education on the Arnold Campus. The project will expand the College’s workforce development and career-focused instructional opportunities while strengthening connections between the HCAT program and the skilled trades programs currently housed within the Clauson Center. The addition will support hands-on, industry-focused training and provide modern learning environments for students pursuing careers in culinary arts, hospitality management, and tourism.
Primary spaces within the addition are anticipated to include instructional laboratories, culinary teaching and training spaces, program support areas, classrooms, faculty and administrative offices, and student collaboration spaces. The instructional laboratories and culinary training environments will be designed to support hands-on learning, workforce development, and flexibility for evolving program needs.
Support spaces will provide adequate storage, preparation, and operational functions necessary to support instructional activities. Classrooms and informal learning environments should accommodate a variety of instructional methods and active learning opportunities. Administrative support areas, https://www.aacc.edu/about/fast-facts/ including offices, collaboration spaces, and meeting rooms, will provide faculty and staff with a range of environments to support instruction, student engagement, and program operations.
The scheduling of this project will be based on the requirements of the College, minimizing disturbance to faculty, staff, and students in adjacent buildings and campus amenities. Construction activities will require careful coordination with ongoing operations within the Clauson Center for Innovation and Skilled Trades and surrounding East Campus facilities. Occupancy of the HCAT Addition is anticipated in early August 2030 in time for Fall 2030 semester classes. See Appendix A for a copy of the Tentative Master Project Development Schedule. This schedule is tentative and can change at any time.
1.3 FUNDING CONTINGENCY
The College is conducting this solicitation in advance of final project funding approval to support the anticipated project schedule. Advancement of a firm through the multi-phase procurement process, selection of a successful firm, contract award, contract execution, and issuance of a Notice to Proceed are contingent upon the approval and availability of project funding. The College reserves the right to cancel this solicitation, reject any or all Statements of Qualifications, suspend or delay the procurement process, discontinue negotiations, or otherwise terminate the procurement process if funding is not approved, is delayed, or becomes unavailable. Issuance of this solicitation does not obligate the College to award a contract, enter into negotiations, reimburse any costs incurred in the preparation or submission of a response, or proceed with the procurement process. No contractual obligation shall arise unless and until a written agreement has been fully executed by the parties and a Notice to Proceed has been issued by the College.
1.4 DELIVERY METHOD: CM AT RISK WITH GUARANTEED MAXIMUM PRICE
The College defines partnering as a collaborative process among the College, Architect/Engineer (A/E), Construction Manager at Risk (CMAR), and Trade Contractors that maximizes Project success while recognizing and respecting the responsibilities and expertise of each team member. Partnering requires active participation in Project processes and a collective commitment to achieving the Project budget, program requirements, quality objectives, and schedule.
The CM at Risk, the College, the A/E, and any other Project consultants shall be referred to collectively as the "Project Team". The College intends that the Project Team shall work collaboratively from the beginning of the Project through construction completion and that the CM at Risk shall provide leadership and coordination of preconstruction and construction activities while supporting the College and A/E in achieving the Project objectives.
The CM at Risk shall act in a relationship of trust and confidence with the College. The CM at Risk agrees to provide its best skill and best judgment and to cooperate with the architects and design engineers in furthering the interests of the College and the Project. The CM at Risk shall furnish constructability reviews, business administration, project management, and field supervision, and shall use its best efforts to perform the work in an expeditious and economical manner consistent with the interests of the College and in strict conformity with the Contract Documents.
The design for this Project will be prepared by an Architect/Engineer (A/E) under contract with the College. The College intends to employ the CM at Risk firm to assist in the management of the design and construction processes as described in the technical portions of this RFP. The College anticipates selecting both the Architect/Engineer and Construction Manager at Risk during the same general Project development period. Selection of the CM at Risk and issuance of the Notice to Proceed for preconstruction services are anticipated to occur in July 2027. The anticipated schedule is subject to funding approval and College authorization.
The successful CM at Risk must demonstrate the ability to work effectively with the College, Architect/Engineer, and other Project stakeholders and participate in a collaborative design and construction process from Project initiation through final completion.
Upon selection of the CM at Risk firm and approval by the College's Board of Trustees, a contract for
Preconstruction Phase Services will be executed. These services shall include development and submission of a Guaranteed Maximum Price (GMP) proposal for review and approval by the College.
During the Preconstruction / Design Phase, the CM at Risk will utilize its skills and knowledge of construction to develop schedules, prepare construction cost models/estimates at Schematic Design, Design Development, 50% Construction Documents, and 95% Construction Documents phases, conduct value engineering studies, study labor conditions, identify and address constructability issues, and advise on the sequencing of construction work for the Project. The CM at Risk will recommend, implement, and maintain a web-based project management platform for Project communication, document control, tracking, and record retention throughout the duration of the Project. The College will pay the CM at Risk the fixed Preconstruction Phase fee for this Project; such fee shall include all costs associated with the CM at Risk providing Preconstruction Phase Services.
During the Construction Phase, the CM at Risk will provide services and manage the Project (inclusive of the procurement, award, and management of all trade packages and trade contracts) in the areas of change order review, quality assurance/inspections, schedule maintenance, cost control, meetings, (including weekly OAC meetings), shop drawing review, processing and monitoring of RFIs, substitution requests, and claims resolution, including coordination and communication of the activities of the Project Team throughout the Construction Phase. The CM at Risk will promote and oversee the health and safety of the Project. Monthly progress reports and progress photographs shall become part of the Project record.
During the Post-Construction Phase, the CM at Risk will work with the Project Team to provide training, Operations and Maintenance (O&M) manuals, as-built drawings, warranties, and other close-out documentation as required by the Contract.
This Project will be administered as an open-book CM at Risk contract whereby the College may attend Project meetings and have access to all CM at Risk Project records. Any cost savings realized below the Guaranteed Maximum Price shall revert to the College. The College will pay the CM at Risk for its fixed CM at Risk fee as well as approved, applicable reimbursable costs under the General Condition allowance (on site, staff reimbursable personnel and non-personnel items) for actual expenditures only without any CM at Risk mark-up of any type. To ensure optimal competitive pricing is used, the CM at Risk shall competitively solicit trade packages and make good-faith efforts to obtain no less than three qualified subcontractors for values of contracts $25,000 and above. Where three qualified bids cannot be obtained, the CM at Risk shall document its solicitation efforts and provide such documentation to the College for review.
This Project is subject to applicable Maryland Prevailing Wage requirements.
Pursuant to § 3-602.1 of the State Finance and Procurement Article of the Annotated Code of Maryland, the Project shall be designed and constructed as a High Performance Building. The College requires the Project to achieve, at a minimum, LEED Silver certification under the version of the U.S.
Green Building Council's LEED Rating System applicable at the time of Project registration. The College’s goal is to achieve LEED Gold. The A/E shall manage the certification process, and the selected CMAR shall assist the A/E and the College in achieving the Project's sustainability and certification objectives.
Anne Arundel Community College has established a target Substantial Completion date of March 31, 2030 to allow adequate time for commissioning, training, punch list completion, FF&E installation, and occupancy activities necessary to support an August 2030 opening of the facility.

2.0 KEY PROJECT PERSONNEL
2.1 Key Project Personnel and Responsibilities. For purposes of this solicitation, Key Project Personnel shall consist of the Project Executive, Project Manager, Project Engineer, Field Superintendent, and Chief Estimator. All Key Project Personnel shall be direct employees of the proposing firm.
A. Project Executive: Senior-level employee of the CMAR firm, such as a Vice President, who will oversee the Project from an executive level and to whom the CMAR Project Manager directly reports.
B. Project Manager: Person from the CMAR firm who will be involved on a continual basis from commencement of the contract until construction completion. This person will be responsible for the overall management of the CMAR team and completion of the Project. Additionally, the Project Manager shall be assigned full-time (100%) during the Construction Phase.
Some firms may wish to utilize separate Project Managers for the Preconstruction and Construction Phases; however, this arrangement is not acceptable, as the College requires a single Project Manager for the entire Project.
C. Project Engineer: Person from the CMAR firm who shall be assigned full-time (100%) to the project site as required to support construction activities and project administration during the Construction Phase. This individual will assist the Project Manager with document management activities, tracking of submittals and RFIs, maintenance of required project logs, and other duties assigned by the CMAR Project Manager.
D. Field Superintendent: Person from the CMAR firm who is responsible for the direct supervision of trade contractors, daily coordination of on-site construction activities, maintenance of the Project schedule, and management of site operations, including material deliveries, utility outages, and other field activities. This individual shall be assigned to the Project site full-time (100%) throughout the Construction Phase.
E. Chief Estimator: Person from the CMAR firm who will be directly responsible for preparing, testing in the marketplace, explaining, and defending project estimates. The proposed Chief Estimator shall be the individual directly responsible for preparing the estimates, not merely supervising or managing the estimating process. Accordingly, the College expects the proposed Chief Estimator to be the person actively performing the estimating work for the Project rather than the head of the estimating department providing executive oversight.
2.2 Project Organizational Chart: Firms shall provide an organizational chart for the Project identifying the Key Project Personnel proposed for assignment to the Project if awarded the contract. By identifying these individuals in its Statement of Qualifications, the firm is committing them to the Project for the duration of the contract. No personnel changes or substitutions shall be permitted without the prior written approval of the College. Key Project Personnel shall possess the communication skills necessary to effectively interact with the College's Project Manager and other Project stakeholders.
2.3 Corporate Organizational Chart: Firms shall provide a corporate organizational chart identifying the Key Project Personnel proposed for this Project and illustrating where they are positioned within the firm's overall corporate structure.
2.4 Key Project Personnel Experience: The following information shall be provided for each member of the Key Project Personnel:
A. Educational background;
B. Work experience with the proposing CMAR firm, including dates of employment and positions held;
C. Work experience with prior employers, including dates of employment and positions held;
D. Work experience on projects utilizing the CMAR delivery method; and
E. Specific experience on projects of similar scale and cost, including the individual's role and duration of involvement in each selected project. Higher consideration will be given if the individual's role on the referenced project is the same as the role proposed for the College's Project.
A minimum of four (4) projects shall be provided for each individual. A brief description of each project shall be included, identifying the type of work performed (e.g., renovation, new construction, addition), project value, delivery method (CMAR, GC, DB, etc.), project schedule, and the names of the Architect/Engineer (A/E) and Prime Contractor. Additionally, for the proposed Chief Estimator, firms shall provide the original budget and final project cost for each project listed.
Higher consideration will be given to Key Project Personnel with experience performing construction services within a higher education environment. Higher consideration will also be given where the proposed Project Executive, Project Manager, Project Engineer, Field Superintendent, and Chief Estimator have previously worked together successfully on higher education projects.
2.5 Key Project Personnel References: Firms shall provide four (4) project references for each proposed Key Project Personnel individual, including the reference contact name, telephone number, and project name. References shall be project references from projects identified in the individual's project experience and shall not be employment references, as the College is interested in speaking with a Project Owner or Architect/Engineer (A/E) regarding the individual's performance on a specific project.
References shall be from different projects, and only one reference per project may be provided.
Additionally, if the individual has previously performed work at Anne Arundel Community College, only one of the four references may be from an AACC project, regardless of how many projects the individual has completed for the College.
Firms shall ensure that the information provided is accurate and complete and that each reference is capable of evaluating the individual's performance in the role proposed for this Project.
The College reserves the right to contact references not identified by the firm and to use its own experience with the firm or proposed personnel as part of its evaluation.
3.0 CM AT RISK TEAM
3.1 Team Overview: Firms shall describe why the proposed team is uniquely qualified for this Project and explain why these individuals have been selected. The College is interested in understanding the prior working relationships among team members, the support to be provided by other key personnel, and the anticipated staffing approach for the Project.
3.2 Other Key Personnel: Firms shall provide information regarding additional personnel who will have a significant role on the Project. Information provided should include the individual's name, duties, years with the firm, years of construction experience, and years of experience in their proposed role. The College is interested only in personnel who will have a meaningful level of involvement in the Project and does not wish to receive a listing of individuals whose participation will be minimal.
3.3 Working Relationships: Firms shall describe the previous working relationships among the proposed CMAR team members in a clear and logical format. Particular emphasis should be placed on identifying projects where proposed team members have successfully worked together in the roles proposed for this Project.
3.4 Basis for Selection: Firms shall explain why the proposed Project Executive, Project Manager, Project Engineer, Field Superintendent, Chief Estimator, and other key personnel were selected for assignment to this Project.
4.0 CM AT RISK FIRM’S RELEVANT EXPERIENCE
Firms shall submit information on three (3) projects that best demonstrate their experience performing Construction Manager at Risk (CMAR) services on projects of similar scope, size, complexity, and occupancy conditions. Firms are encouraged to include project photographs with the project description and, where possible, place the photographs on the same or facing page as the project narrative.
All projects must have been constructed in the last ten (10) years based on the project completion date, with higher consideration given to projects less than five (5) years old. Additionally, the projects must have been completed by the submitting firm as the prime project contractor. These criteria must be met in order for a project to be considered as relevant experience.
Projects should clearly demonstrate a firm’s experience with projects of similar complexity, including the following aspects: occupied building construction in higher education environments; adjacent existing areas remaining operational during construction; and site constraints.
Projects involving specialized instructional, laboratory, culinary, hospitality, workforce development, or technical training environments will be viewed favorably.
The following criteria will also be considered in the assessment of each of the three submitted projects.
Firms shall carefully consider these additional criteria when determining which projects to provide in the proposal to demonstrate experience.
A. Higher education experience. Higher education is defined as an educational institution (college or university) that awards two-year or higher degrees;
B. Experience with projects of similar scope, size and cost (defined as building construction projects of a minimum size of 10,000 GSF and/or a minimum construction cost of $8 million);
C. Experience with occupied building construction;
D. Experience with regulatory agencies;
E. State and Anne Arundel County funded project experience;
F. Experience with constructing projects within the Anne Arundel County permitting system; and
G. Experience performing Construction Manager at Risk (CMAR) services under a Guaranteed Maximum Price (GMP) contract.
For purposes of this solicitation, Construction Manager at Risk (CMAR) and Construction Management with a Guaranteed Maximum Price (GMP) are considered synonymous delivery methods. Under this approach, the Construction Manager is retained to provide both preconstruction and construction phase services and assumes responsibility for delivering the project within an agreed-upon Guaranteed Maximum Price.
Higher consideration will be given if the Project Executive, Project Manager, Project Engineer, Field Superintendent, or Chief Estimator performed the same role on any of the submitted projects.
Additionally, if the firm has previously performed work at Anne Arundel Community College, only one of the three projects submitted may be an AACC project, regardless of how many projects the firm has completed for the College.

All information requested under this SOQ shall be provided for each joint venture party. The Proposer shall clearly identify the responsibilities of each joint venture party and its percentage of participation in the joint venture.
The information submitted under this Profile of Firm section will be evaluated for each joint venture party in proportion to its ownership interest and role within the joint venture.
