About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for RFP S-12300-00016313 issued by the State of Oregon, acting through the Oregon Business Development Department, for an Innovation Plan Update Consultant position. The RFP seeks a consultant to evaluate the strategies outlined in Oregon's 10 Year Innovation Plan released in February 2021 for relevance and effectiveness. The attachment requires proposers to complete a comprehensive outreach plan demonstrating their commitment to providing equal opportunities for certified disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, veteran-owned businesses, and emerging small businesses to participate as subcontractors in contract performance.
Proposers must disclose their own certification status under Oregon Revised Statute 200.055 with the Oregon Certification Office for Business Inclusion and Diversity (COBID), list all certified firms they have worked with contractually within the past two years, identify any non-certified firms that may qualify as disadvantaged or minority-owned enterprises, and detail anticipated subcontracting opportunities with approximate dollar values. The plan requires proposers to describe specific steps they will take to solicit certified firms for subcontracting opportunities if awarded the contract and to commit to reporting subcontractor identities and subcontract values to COBID upon contract award. The information submitted in response to this outreach plan clause will not be considered in any scored evaluation of the proposal.
