1. Description of Services:

The State of Oregon, acting by and through the Oregon Business Development Department (“Department” or “Business Oregon”), is issuing this Request to purchase a cloud based platform for innovation ecosystem mapping which will be used by Regional Innovation Hub (“Hub”) grant awardees. The following are the minimum criteria requirements the platform must meet:

• Create a database of assets and resources that include people, organizations, pathways tools and referral services.

• Create and curate an ecosystem map and directory to serve innovation-based businesses in a searchable format. Prefer platform uses AI and/or allows for limited organization/people input to stay up to date.

• Allow Hubs to focus on delivering programs, rather than hiring FTEs, to help companies navigate the significant number of programs and resources available, as the preferred system will centralize that information.

• Accurate tracking of Hub services to clients, especially where there may be overlap or duplication amongst Business Oregon’s Innovation and Entrepreneurship (I&E) programs.

• Ability to make and track referrals among partners both within and across our I&E programs, creating a more connected network of service providers.

• Ability to track I&E activities and services so the Hubs and other I&E programs consistently be able to report and evaluate program outcomes and impact of programs.

• System is cloud-based, developed, hosted and supported in the continental United States, with a dedicated website (with Business Oregon branding) and will not require support from or connection to existing Business Oregon IT resources.

• Enable data collection and resource management so that the Regional Innovation Hubs have a good baseline of data collection, resources, and referrals when they begin delivering services.

• Solution must meet ADA standards (revised section 508 and 255 standards).

• Solution must meet WCAG 2.0 Level A and Level AA specifications and must be user-friendly to navigate.

• Solution must meet all DAS EIS cyber security requirements.
