About this file

This is a white paper attachment for an Oregon Emerging Industries Request for Proposal (RFP) issued by Business Oregon concerning the state's live performance sector. The document provides background and strategic guidance for consultants developing proposals to conduct a comprehensive market analysis of Oregon's commercial live performance industry. The white paper does not specify a particular response deadline, site visit requirements, or bidders' conference, as it serves as informational material rather than a formal solicitation document. The scope of analysis should encompass venues, production services, staging, lighting, audio and audiovisual work, presenting, performing, administration, programming, workshops, and set and prop manufacturing within a traded-sector context.

The white paper emphasizes that this market analysis represents a unique opportunity to examine the commercial music and for-profit live performance sector in parallel with existing economic impact studies of nonprofit and institutional music organizations. Key analytical requirements include defining the industry using NAICS codes, calculating ranked location quotients for establishments and employment, and incorporating recent study data from foundational resources such as the National Independent Venue Association (NIVA), the Independent Venue Coalition (IVC), IBISWorld, and Statista. The analysis should address how the live performance sector competes in national and international markets. No specific budget, pricing terms, set-asides, or funding sources are detailed in this white paper, which is intended to provide industry-based perspective and insights rather than prescriptive methodological requirements.

OREGON EMERGING INDUSTRIES RFP

WHITE PAPER

OREGON’S LIVE PERFORMANCE SECTOR

This white paper reflects an overview information received from Business Oregon’s Live Performance Sector advisory committee and other resources and is intended to provide an industry-based perspective of the value the market analysis may provide. It is not intended to represent the required scope of work or methodology for analysis but can provide insights to consultants as they develop a proposal.

BACKGROUND

The non-profit live performance arts sectors have a long history of participating in economic partnership with state (and other public) funds. However, the commercial (“for profit”) sector has yet to be studied in terms of economic impact or integrated fully into Oregon’s priorities, in terms of supporting and integrating the Arts Economy.

A coalition built by the Independent Venue Coalition and other arts leaders lobbied for State COVID relief for all types of Live Performance impacted by forced closure. It did not matter whether the venue was for profit, non-profit or municipally owned, nor did it matter whether music, theater, comedy, or other modes of live performance was involved. All were in the same position, and they stood together to fight for survival relief.

That said, the passage recent legislation provides a unique opportunity to specifically analyze not only the Commercial Music economic and employment impacts in parallel to the Live Performance Sector and in addition to the existing reports about Arts and Culture economic impacts of nonprofit and institutional music that has long been monitored, studied and reported.
