SUBJECT: Brand Name Justification for C20-016 Shearography Booth Upgrade

1. The 76 CMXG requests the purchase to upgrade the Shearography inspection system installed at B9001 to the latest version of hardware/software, LTI 5100HD. This is required to maintain equipment serviceability and functionality. The current system is no longer supportable by the OEM (Original Equipment Manufacturer). If the current system experiences problems, it may not be repairable resulting in work stoppage on NDI (Non Destructive Inspection) for composite items, such as B1 wing sweep fairings.

2. The current installed equipment contains hardware, software, and design elements proprietary to the OEM, Laser Technology, Inc. (LTI). The upgrade is required to maintain the current installed equipment serviceability and functionality, as the service life of the current system has expired, and is no longer supportable by the OEM. If the current system experiences problems, it may not be repairable, resulting in work stoppage for composite end items, such as B-1 Wing Sweep Fairing workload.

3. 76 CMXG requests that Laser Technology, Inc. equipment is procured as a result of this contracting action in order to meet all the requirements of the B-1 system program office and subsequently the warfighters. It is the only brand name that can satisfy the Government’s requirement due to the Shearography requiring no modifications for installment, whereas modifying the existing hardware and software components to integrate new vendor equipment system would require 76 CMXG to incur further expenses to seamlessly integrate the new hardware with the current infrastructure. If required to modify the existing system to accommodate alternate hardware, this would incur delays and further impede 76 CMXG from completing its mission in support of the war fighter.

Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 334519 looking for companies that could provide the item(s) listed above. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted. In review there are three (3) sources that can provide this commodity for this acquisition. The Government will continue to monitor the market to determine if there is a suitable alternative that will seamlessly integrate with the current infrastructure.
