About this file
This is a Justification for Non-Competitive Procurement (JNCP) document submitted by the Naval Information Warfare Center - Pacific for acquisition JNCP-3958 (PR/Solicitation Number 1301352295) seeking to procure a Fluke equipment set and Microchip warranty extensions totaling $123,198.09 under a brand name justification below the Simplified Acquisition Threshold (SAT).
The procurement supports a military construction (MILCON) project at Schriever Space Force Base scheduled for completion in FY27. The bill of materials contains 16 lines of equipment from 8 manufacturers, with 6 items as brand name requirements. The justification cites compatibility requirements as the basis for the non-competitive procurement. The Fluke equipment provides comprehensive cabling certification, testing, and troubleshooting capabilities for enterprise copper and fiber-optic networks using DSX-8000 analyzers, OTDR modules, OLTS testers, and visual fault locators. The Microchip warranty extensions support long-term maintenance for 9611B and SyncServer S650 timing systems previously purchased under contracts FY25-11 N6600125F0384 and FY24-04 N66001-24-F-1054. The justification emphasizes that both Fluke and Microchip brands are currently in use throughout the 21st Communications Squadron USSPACECOM, that the government spent one year designing and testing the system in a prototyping environment, and that switching to alternative vendors would create compatibility risks, require staff retraining, and incur significant additional costs. Market research was conducted through the NASA SEWP contract. The contracting officer will monitor future market and vendor availability to determine if competition can be introduced in subsequent procurements through business case analysis.

JUSTIFICATION FOR NON-COMPETITIVE PROCUREMENT (JNCP)
FOR ACTIONS < SIMPLIFIED ACQUISITION THRESHOLD (SAT)
JNCP#: JNCP-3958
PR/Solicitation Number: 1301352295 Code:
1) Agency, Contracting Activity and Purpose: Naval Information Warfare Center - Pacific, Justification for
Other than Full and Open Competition.
2) Description of the Supply or Service being procured, its intended use and anticipated/estimated value
a. This Fluke equipment set provides a comprehensive platform for certifying, testing, and troubleshooting enterprise copper and fiber‑optic cabling using Fluke’s DSX‑8000 analyzers, OTDR modules, OLTS testers, and visual fault‑locators, enabling standards‑compliant validation, fault isolation, and documentation for data‑center and campus networks.
Additionally, the included Microchip warranty extensions support long‑term maintenance and technical coverage for 9611B and SyncServer S650 timing systems purchased under FY25-11 N6600125F0384, and FY24-04 N66001-24-F-1054, ensuring sustained reliability and lifecycle support for critical network synchronization infrastructure.
b. The equipment covered under this requirement is in direct support of the military construction (MILCON) project at Schriever Space Force base, which is tentatively scheduled to complete in FY27. The bill of materials (BOM) contains (16) lines of equipment from (8) manufacturers, (6) of which are brand name, (10) of which are salient characteristics for total of ($123,198.09). DFARS 206.103-170(c) requires the government to justify the use of brand name or equal in excess of the Simplified Acquisition Threshold (SAT). Since there is no specific brand name or equal requirement in excess of the SAT, this justification focuses on the brand name justifications only. The order will be competed under the following MAC: NASA SEWP.
c.
3) Possible Authority for Non-Competitive Procurement
Brand Name Requirement ((Brand Name: Only one manufacturer with multiple distributors (this justification covers only the portion of the acquisition which is brand name).
4) Reason for Non-Competitive Procurement
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed (identify systems and why other products are not compatible)
5) Provide rationale and justification regarding the above selection.
The (Fluke and (Microchip ) brand name devices requested are required as these are the systems currently in use throughout the 21st Communications Squadron USSPCECOM. The items requested are an extension to the customers’ current systems, the customer is currently using

(Fluke) and (Microchip) equipment and are trained to support it accordingly. The government spent a year designing and testing this system in a prototyping environment. As part of these tests, that is where the government finds which brands work and which do not with other systems and components. To ensure compatibility and interoperability, the network and software need to match what is currently in use. If any other brands are pursued, the Government risks procuring products that cannot meet operational needs.
Material must be compatible in all aspects (form / fit / function) with other existing USSPACECOM locations with the same system installed. (Fluke) and (Microchip) networking equipment are the industry standards and are utilized already by USSPACECOM. Using equipment from another hardware vendor would risk compatibility issues during installation and quality assurance. Additionally, procuring products from other manufacturers would require additional time by having to retrain the customer’s staff to support another vendor, which would result in significant costs to the government, erasing any potential cost savings from competing the procurement.
6) Describe the Market Research conducted.
NASA SEWP Contract
7) Any other information of facts supporting the justification to limit competition not described elsewhere on this form (i.e. international agreement).
Based on the historic cost information currently available, the contracting officer has adequate information to ensure that the cost to the government for this acquisition will be fair and reasonable.
8) Provide a statement of actions that will be taken to remove or overcome any barriers to competition prior to any future procurements for this Supply or Service.
Code will continue to monitor the market and vendor availability to identify additional options for future purchases. If a viable alternative is found, the requirements owner will determine through business case analysis to allow competition on future procurements.
