About this file

This is a Performance Work Statement (PWS) for non-commercial thin/sectioning forestry services issued by the U.S. Department of Agriculture Forest Service for the Wallowa Whitman National Forest.

The contractor is required to perform non-commercial sectioning work on approximately 737 acres across six units (S5, S7, S8, S10, S10A, and S11) in the Deer Thin Sectioning #2 project area within the Whitman Ranger District. The work involves reducing hazardous fuels in open Ponderosa Pine stands by altering fuel bed continuity, managing woody debris buildup on the forest floor, and removing hazardous ladder fuels to create pockets of slash for future prescribed fire application. The primary objectives are to improve firefighter safety, enhance wildfire suppression effectiveness, reduce damage to natural resources, and protect adjacent private property from wildfire impacts. The base period of performance runs from June 15, 2026 to November 30, 2026, with 100 percent completion required no later than November 30, 2026. The contractor must furnish all labor, supervision, equipment, transportation, and incidentals for the work. Key deliverables include a comprehensive work plan with project milestones (35%, 70%, and 100% completion dates), safety plan, fire plan, quality control plan, equipment storage request, and key personnel information, all due within 14 calendar days of contract award. The acceptable quality level is set at 95 percent. No government-furnished property is provided; the contractor bears full responsibility and risk for any equipment or materials stored on National Forest lands. Contact for the project is Trevor Lewis at the Whitman Ranger District office in Baker City, Oregon.

Objective: The overall objective of this project is to alter the continuity of the fuel bed in open ponderosa pine stands; 1) natural buildup of woody debris on the forest floor, and 2) hazardous live fuels (ladder fuels). The end result of activities performed under this call order would produce areas that have pockets of slash where future planned prescribed fire will be applied to the landscape to reduce the overall fuel loading and hazardous live fuels (ladder fuels).
