GENERAL OVERVIEW:

This requirement is for sustainment and logistical support necessary for the C-17 fleet in order to continually provide both strategic and tactical airlift capability to the United States Air Force (USAF), Air National Guard, Air Force Reserve Command, and Foreign Military Sales (FMS) partner nations. The amount of foreign participation in this requirement includes Australia, United Kingdom (UK), Canada, Kuwait, Qatar, India, United Arab Emirates (UAE), and NATO Airlift Management Program (NAMP), which is comprised of 12 NATO member-nations and peace nations.

The contract number associated with this effort is FA8526-21-D-0001. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a ceiling value of approximately $23.7B was awarded for the aforementioned on or about 28 September 2021. The duration of the contract was stated as 9 years and 8 months, and it includes Fixed-Price-Incentive (Firm Target) (FPIF), Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Incentive-Fee (CPIF), and Time and Material (T&M) line items.

The contract was awarded with three phases of ordering periods: (1) “Phase I” (Basic Ordering Period 1, Ordering Period 2, and Ordering Period 3), (2) “Option - Phase II”, and (3) “Option - Phase III”. Phase I was included in the initial award. Option Phase II and Option Phase III have not yet been exercised. The Option – Phase II was awarded with an order start date of 1 Oct 2024 and an order end date of 31 Oct 2027.

As provided in the redacted synopsized Justification and Approval (J&A) on or about Oct 13, 2021 on SAM.gov, this contract was awarded using Other Than Full and Open Competition prescribed by FAR 6.302-1 to The Boeing Company.

This SSS seeks to identify sources that can provide the expertise, capabilities, and experience to meet the requirements for worldwide sustainment support to the USAF C-17 Globemaster III weapon system. The responses received will be used for Market Research that will primarily be used to support additional analysis for the current and/or future acquisition strategy or strategies, particularly before exercise, if any, of Option Phase II and/or Option Phase III. The responses received will be reviewed and analyzed to assist with determining if other contractors/offerors/vendors can meet the requirements for worldwide sustainment support of the C-17, in whole or in part, namely to assist with overcoming any barriers to competition of the previously identified contract.

REQUIREMENT DESCRIPTION

C-17 GLOBEMASTER III SUSTAINMENT CONTRACT (G3)

PURPOSE/DESCRIPTION

This effort provides sustainment tasks for the C-17 weapon system from 1 Oct 2021 thorough 30 May 2031.This effort includes assuming platform integration responsibility for the current C-17 weapon system. It is anticipated that the sustainment of the C-17 weapon system will entail several delivery orders using multiple contract types at the contract line item level (e.g., firm fixed-price, cost-plus incentive fee, cost-plus fixed fee, time and material, etc.) to accommodate a wide range of potential tasks. Contract efforts are subject to FAR 52.232-18 Availability of Funds. Contract(s) may include level of effort and discrete tasks for sustainment of the existing aircraft configuration, as well as planning, development, test, qualifications, integration, production, installation, fielding, as related to the sustainment of the C-17 fleet.

Sustainment activities for existing capabilities will include analysis, planning, and execution of aircraft Heavy Maintenance (HM), product support and software maintenance, interim contractor support, contract depot maintenance, technical order development/publication/maintenance, configuration and data management, contractor inventory control point/contractor logistics support, spares and support equipment procurement/sustainment, classified aircraft component support to purge classified data before placing repair items into the AF supply system, diminishing manufacturing sources and material shortages (DMSMS) management and parts acquisition, as well as contractor field team (CFT) support to include emergency fleet repair support.

Support of these capabilities requires robust expertise in multiple functional areas, including systems engineering, program management, contracting, pricing, financial management, subcontract management, and facilities management. Core technical engineering disciplines require competency in electrical, flight systems, information assurance, material sciences, survivability/vulnerability, software, avionics, communications/airborne networking, operational safety, suitability, and effectiveness, systems, structural, and aerospace. Additionally, the contractor must possess the ability to implement Department of Defense processes for major defense contractors such as Earned Value Management (EVM) and program reporting.

The requirements for this acquisition are further defined in terms of functions to be performed relative to sustainment for the C-17 weapon system. Sufficient capability must exist to perform HM planning, specifically, to outline provisions for manpower, equipment, facilities, business support systems, security, material, support infrastructure, induction/delivery schedules, test requirements, rough order of magnitude labor and material impacts, and drop-in aircraft maintenance plan for HM performance of approximately 275 aircraft. The contractor will provide interim contractor repair on programmed and known/unknown non-programmed C-17 weapon system items identified for repair/modification.

Product support requires the contractor to identify, evaluate and recommend solutions to resolve C-17 weapon system hardware and software technical and supportability anomalies, deficiencies, and problems. Integration of hardware modifications with software and testing including flight testing, to verify adequate proposed engineering problem solutions is required. It will also require maintaining a core flight test capability (personnel and equipment) as part of the C-17 combined test force at Edwards AFB, CA. The contractor must be able to provide necessary software support to analyze software change requests, field anomalies, and software changes, including changes to the operational flight programs, and it requires a comprehensive understanding of how independent changes affect the entire weapon system. The software support concept consists of management and operation of software integration at Oklahoma City. Software changes include requirements development, design, code, test and integration, administrative support, flight test interfacing, firmware manufacturing, and retrofit processes. Efforts for mission planning systems, C-17 training systems and other mission essential ground equipment include identifying and evaluating impact to those systems resulting from air vehicle/field anomalies, aircraft integrations/modifications, and software changes. Lastly, it requires maintenance of C-17 system(s)-related technical orders as required.

The C-17 system program office is surveying the market to determine if any sources are qualified to perform any or all of the aforementioned requirements for this contract. Qualified sources must have an in-depth knowledge of the C-17 aircraft design and have the existing capability to perform any or all of the stated requirements commencing 01 Oct 2024. The government does not own the source code nor a complete product level technical data package.

The capabilities of the contractor team must recognize that the acquisition strategy for the C-17 program’s aircraft did not include procuring drawings (detailed design data) or re-procurement (production) data. Boeing (and their subcontractors) has been the sole designer, manufacturer and integrator of the C-17 aircraft since the program’s inception. Data the Air Force has procured as of this date are Organizational technical orders and limited engineering drawings. The Government does not own the data rights to the systems, nor will the depot maintenance technical order library be complete during the current contracts’ period of performance. Consequently, the contractor must possess a complete technical knowledge and understanding of the C-17 aircraft.
