About this file
This sole source justification document approves awarding a firm fixed price purchase order to Reliable Systems Services Corporation for two DLTT44A radios, associated cables and shipping. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division requires the radios to support ongoing Mine Countermeasures Mission Package testing aboard Littoral Combat Ships and Unmanned Surface Vehicles. As the original equipment manufacturer, Reliable Systems Services Corporation is the only source with knowledge of the radio design and ability to supply the components, which have already been integrated into existing tactical cabinets undergoing testing. Market research found Reliable Systems Services Corporation to be the only schedule holder that can meet the needs, and no cost savings are expected through competition due to initial setup costs already incurred.

Subj: SOLE SOURCE JUSTIFICATION TO ACQUIRE DLTT44A RADIOS FROM RELIABLE SYSTEMS SERVICES (RSS) (ERP Number 1301100325)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source” Justification.
This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001
2. Nature and/or description of the action being approved
This action will award a firm fixed price purchase order, on a sole source basis, to RSS Corporation, 746 North Drive Suite B Melbourne, FL 32934, for the procurement of two DLTT44A radios to be used in support of the ongoing Mine Countermeasures (MCM) Mission Package (MP) testing aboard the Littoral Combat Ship (LCS) and Unmanned Surface Vehicles (USVs).
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
This procurement is for the following:
Description Part Number Qty
DLTT44A Radio 224941 2
Data Cable 224962 2
Power Cable 224963 2
Shipping ---- 1 Lot
The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00. All equipment will be delivered no later than thirty (30) days after receipt from the Government.
4. Identification of the justification rationale and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or services. 10 U.S.C 2304(c) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is the designated development agent for the Multiple Vehicle Communication System (MVCS) for the Littoral Combat Ship (LCS) class ships. The radio (Part number DLTT44A) will become part of the overall USV Communication System to support communications between the LCS host platform, chase craft and USV. This procurement is sole source for the following reasons:
a) The radios are designed to support communications with the USV in the event communications are lost between the ship and USV. These radios must be acquired because other radios do not interface with the existing RT-1944A/J radios.
b) RSS is the sole developer and original equipment manufacturer (OEM) this item. As such they are the only source with sufficient knowledge of the radio design and functionality to supply the component.
c) After extensive testing and trade studies, these power supplies were integrated into the MVCS
Tactical Cabinets which created the baseline system. The MVCS system is already installed onboard LCS sea frames. Replacing the radios with another product or manufacturer will not only duplicate the effort and delay the delivery of the tactical cabinets due to required testing and studies, integrating a new product could potentially invalidate the testing that MVCS has already completed on the legacy unit. The replacement may also introduce new problems and interface issues.
d) The Government did not purchase or acquire the rights in data and design or a technical data package (TDP) for these items because they are commercial items developed to support secure communications of data. Follow-on orders were not competed. To compete this effort, the Government would duplicate an estimated $2M in cost that is not expected to be recovered through competition. This estimated cost was derived from initial set-up costs.
In summary, RSS Corporation is the only source capable of providing the required radios. As such, the Government does not expect significant savings through competition and it is more advantageous for the Government to award on a sole source basis to the RSS Corporation.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, RSS Corporation is the only source that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made
As stated in paragraph 4 above, RSS Corporation is the only company that can provide the required radios.
