Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE RUGGEDIZED HARD DRIVES FOR SINGLE

BOARD COMPUTERS (SBCs) ON LANDING CRAFT, AIR CUSHION (LCAC)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

Authorization to solicit, on a sole source basis, Accelerated Memory Production Incorporated (AMP), 1317 E.

Edinger Avenue, Santa Ana, CA 92705 to acquire system driver updates.

3. A description of the supplies or services required to meet the agency’s needs.

The contract effort is to acquire:

Description Part Number Quantity

2.5” 500 GB MLC Industrial Temp 3800 Amp99l28 36

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. All items will be delivered no later than 6 weeks after award of the order.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(5) - Authorized or Required by Statute, FAR 6.302-5(b)(5) Sole source awards under the HUBZone Act of 1997—15 U.S.C. 657a.

NSWC PCD is the Systems Engineering Manager (SEM) for LCAC 100 C4N systems. The LCAC 100 C4N system is changing the internal hard drives of the single board computers (SBCs) to the Accelerated Memory Production, Inc (AMP INC) devices for the Command and Control (C2) of LCAC systems. This procurement is not suitable for full and open competition and it is in the best interest of the Government to acquire these items using a non-competitive procurement because the LCAC 100 will utilize the AMP INC hard drives as part of the new system baseline in production at the prime contractor. The hard drivers are in direct support of the LCAC 100 and meet the current baseline specifications. A third party hard drive would be required to match the LCAC 100 requirements and would require additional testing. Utilizing a vendor other than AMP INC will require testing by both the LCAC 100 prime contractor and US Navy resulting in at least 6 weeks of delay (following receipt of drives) and $130,000 of increased cost.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b) and FAR 19.1306(a).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, reoccurring cost, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

This requirement will be synopsized via posting on SAM.GOV with FAR 5.2. The synopsis expressed the Government’s intent to contract on a sole source basis. The synopsis provided instructions for offeror(s), wishing to qualify items for future procurements.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, AMP Inc. is the only company that can meet the requirement.
