About this file

This document is a Brand Name Justification Memorandum for acquiring ENNOVA CFD Software Licenses by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The procurement is for two ENNOVA CFD software licenses to establish a Finite Element Analysis (FEA) Lab, allowing mechanical engineers to perform high-end fluid flow analysis and enhanced fracture and fatigue crack growth analysis. The acquisition will be conducted using simplified acquisition procedures, with a total dollar value above micro-purchase levels but not exceeding the $250,000 simplified acquisition threshold.

The solicitation is a small business set-aside, with quotes due by Monday, August 4, 2025, at 11:00 AM Central Time. Vendors must email quotes on company letterhead to jamell.l.kilgore.civ@us.navy.mil, including their CAGE code and lead time. Award will be based on best value considering pricing, delivery, quality, and past performance. Vendors must be able to invoice through Wide Area Workflow (WAWF), with NET 30 days payment terms. The justification emphasizes that ENNOVA CFD is the only software meeting the government's specific computational fluid dynamics and analysis requirements, particularly when used with OpenFOAM.

MEMORANDUM

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE ENNOVA CFD BRAND SOFTWARE LICENCES

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Sources Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand name basis, to acquire ENNOVA Software licenses. Ennova CFD is a pre-processor for computational fluid dynamics (CFD) that simplifies the process of creating models and generating meshes for CFD simulations, particularly when used with OpenFOAM. Competition will be limited to lowest price offeror that is an authorized reseller of ENNOVA Software.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

This procurement is for the following:

Product Number Product Name Qty Unit Price Total Price

10040 ENNOVA Software License 12 months

This acquisition will be conducted using simplified acquisition procedures. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00.

4. Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

This acquisition is conducted under the authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Service Act of 1949 (41 U.S.C. 251, et seq. and 40 U.S.C. 501). An order for the products described in section 3 will be placed pursuant to the authority of FAR 8.405-6.

The NSWC Panama City Computational Analysis facility (FAC LAB), operating within the A40 Division, requires two (2) ENNOVA CFD (Computational Fluid Dynamics) software licenses. The purchase of these licenses allow for the perpetual use of the software, reducing the need for an annual subscription. Only ENNOVA CFD software is the only brand of software that will meet the Government’s needs for the following reasons. The purchase of the ENNOVA software will be used to establish a Finite Element Analysis (FEA) Lab, which will allow the NSWC PCD mechanical Engineers access to more powerful CFD software for high-end fluid flow analysis. This is the only brand of software with pre-processors for computational fluid dynamics (CFD) that simplifies the process of creating models and generating meshes for CFD simulations, particularly when used with OpenFOAM. Additionally, this is the only brand of software that can provide enhanced fracture and fatigue crack growth analysis capabilities for the Finite element Analysis (FEA) Lab, allowing NSWC PCD engineers access to specific analysis software beyond the standard "design analysis software" offered through the local IT department. Failure to procure will result in a lack of capability to provide customers with fracture and fatigue crack growth FEA analysis. Use of alternate software may introduce new or change existing parameters that may invalidate all test results to date. This will render previous testing useless and a waste of Government funds. Therefore, it is imperative that the ENNOVA CFD software is acquired as soon as possible.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, ENNOVA CFD software is the only brand of software that will meet the Government’s needs.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

For the reasons specified in paragraph 4 above, ENNOVA CFD software is the only brand of software that will meet the Government’s needs.
