About this file
This document is a Brand Name Justification for a federal contract to acquire SeaTrac Ultra-Short Baseline Acoustic Transponder Systems. The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division will award a firm fixed-price purchase order for 3 SeaTrac Base Systems (X150) with associated components, including USBL beacons, cables, mounting brackets, software, and accessories. The procurement is a total small business set-aside, with competition limited to authorized SeaTrac brand acoustic transponder distributors and resellers.
The justification emphasizes that SeaTrac is the only brand meeting the government's needs for the Collaborative Underwater Autonomy Under Limited Communications project. The transponders offer unique capabilities including broadband spread spectrum signaling, simultaneous asset position tracking, bi-directional data exchange, and compatibility with up to 14 other SeaTrac beacons. The system is critical for implementing collaborative localization algorithms and can be deployed with ROVs, AUVs, or divers to depths of 2,000 meters. The Contracting Officer has determined the order represents the best value considering price, special features, and administrative costs.

Due to the commercial nature of the equipment being rented, simplified acquisition procedures will be utilized. The minimum needs of the Government have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements FAR 6.302-1(a)(2)(iii)(C).
SeaTrac is the only brand of underwater acoustic transponder that will meet the Government’s needs for the following reasons. The Collaborative Underwater Autonomy Under Limited Communications project is requesting the purchase of 3 SeaTrac Base Systems for sensing. A key object of this project is to implement the collaborative localization algorithms. The collaborative localization can only be provided by these sensors. The SeaTract acoustic transponders have the capability of broadband spread spectrum signaling scheme capable of simultaneous asset positions tracking and bi-directional data exchange. Additionally, these transponders can be used in conjunction with up to 14 other SeaTrac beacons which can be used with the X110 beacon for small to medium ROV, AUV or
Diver deployment down to a depth of 2000m, thereby increasing the efficiency of the localization algorithm and increased US Navy effectiveness. If this hardware is not purchased, the project will be unable to fully integrate and characterize the performance of the collaborative localization algorithm objectives required by the Sponsor.
Therefore, it is imperative that this particular system is used to maintain consistency of test results.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, SeaTrac brand underwater acoustic transponders are the only brand of equipment that will meet the Government’s needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, SeaTrac brand underwater acoustic transponders are the only brand of equipment that will meet the Government’s needs.
