About this file
This is a Brand Name Justification document for a firm fixed price order issued by Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The contracting activity seeks to acquire ASSA ABLOY brand Traka key management system products and related components on a brand name specific basis to the lowest price offeror that is an authorized reseller of ASSA ABLOY products. The procurement includes seven line items: TW Pro Plus software (1-24 systems with 1-year support), an Integration Engine for Lenel OnGuard, 10 Way CAN Locking devices with LED capability, 100 Self Locking Steel Cable Seals, additional systems for existing deployment, an L-Series Touch Assembly, and a Mini Tag. The total dollar value exceeds micro-purchase levels but does not exceed the simplified acquisition threshold. The justification cites FAR 6.302-1(a)(2)(iii)(C) as the only responsible source provision, asserting that ASSA ABLOY's Traka brand is the sole brand compatible with NSWC PCD's existing security system and key management system, and that purchasing an alternative brand would necessitate replacement of the entire key management system at unnecessary additional expense.
The Contracting Officer determined that the order represents best value and results in the lowest overall cost alternative when considering price, recurring costs, special features, and administrative costs. No additional market research was conducted among other schedule holders, as the document states that no company other than ASSA ABLOY can provide the required products. The justification confirms that Government minimum needs have been verified by certifying technical and requirements personnel, and acquisition will proceed under simplified acquisition procedures. No other facts supporting the justification or future actions to overcome barriers to restricted consideration were identified.

This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).
Pursuant to FAR 6.302-1(a)(2)(iii(C), ASSA ABLOY is the only brand of equipment that will meet the Government’s needs for the following reasons. The Traka brand, which is made by ASSA ABLOY is the only brand that’s compatible with both NSWC PCD’s existing security system and their existing key management system. This purchase will expand the existing Traka key management system. If another brand of key management system were purchased, the entire key management system would have to be replaced, requiring an unnecessary additional expense. Therefore, it is imperative that the ASSA ABLOY brand Traka Key Management Integration be acquired.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
No additional market research was conducted for the reasons discussed in paragraph 4 above, for any company other than ASSA ABLOY to provide the products.
7. Any other facts supporting the justification. None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, ASSA ABLOY is the only brand that can meet this requirement.
