About this file
This Limited Source Justification document details a brand-specific procurement by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The acquisition is for 8 gallons of Halocarbon 27S oil, specifically 1 carboy of 36 kg (5 gal) and 3 bottles of 7.5 kg (1 gal) to be used for an oil change on NEDU's divers mixed gas transfer compressor. The procurement is justified by the unique requirements of the Ocean Simulation Facility (OSF), which mandates only Halocarbon oils due to specialized life support systems certification for oxygen-enriched atmospheres and gas mixes.
The document emphasizes that alternative equipment would be costly and potentially compromise safety, with risks of decertification and introducing harmful parameters to the life support system. The acquisition will be conducted using simplified acquisition procedures, with the Contracting Officer determining that the Halocarbon brand represents the best value. The urgency of completing the OSF upgrade is highlighted to avoid delays in mission-critical testing and operations related to diving and life support items. The procurement will be competed among distributors offering Halocarbon brand name products, with the total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.

This acquisition will be conducted using simplified acquisition procedures. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.
4. Identification of the justification rationale (see FAR 8.405-6(a) and (b)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
This acquisition is conducted under the authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Service Act of 1949 (41 U.S.C. 251, et seq. and 40 U.S.C. 501). An order for the supplies described in section 3 will be placed pursuant to the authority of FAR 8.405-6.
Only Halocarbon oils can be used in the Ocean Simulation Facility (OSF) by approval and direction of NAVSEA 00C. These lubricants form highly specialized life support systems under the NAVSEA Diving Certification Authority for oxygen enriched atmospheres and gas mixes. Only those articles which have been successfully tested are qualified. Procedures are specified under SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of operator safety throughout the specified operating range. Halocarbon™ is a global developer and provider of high-quality and reliable fluid solutions including products, assemblies and services for the research, instrumentation, process, oil and gas, power, petrochemical, alternative fuels, and semiconductor industries. Using alternate equipment would prove costly in time and dollars to the Government and to the mission by possible decertification of the OSF.
Additionally, use of alternative components may change or introduce new parameters that may be harmful to the user of the Life Support system. Therefore, it is imperative that Halocarbon™ brand of equipment is purchased.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
As stated in paragraph 4 above, the Halocarbon™ brand, is the only brand that can meet this requirement.
7. Any other facts supporting the justification.
Completion of the upgraded OSF is urgent to avoid delay of mission-critical testing and operations on diving and life support items.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, the Halocarbon™ brand, is the only brand that can meet this requirement.
