About this file
This is a Limited Source Justification document from the Naval Sea Systems Command (NSWC) Naval Surface Warfare Center, Panama City Division, seeking to acquire a brand-specific Sonardyne Inertial Navigation System (INS) for the STEIV Unmanned Underwater Vehicle (UUV). The acquisition involves five specific line items including a SPRINT-Nav Mini Navigator, Sonardyne titanium plugs, and ADCP functionality, with pricing details redacted. The document justifies the sole-source procurement under 10 U.S.C. 2304(c)(1), arguing that Sonardyne is the only brand that meets the Government's requirements due to prior engineering investments, mechanical interface compatibility, and the goal of maintaining interchangeable parts across UUV platforms.
The procurement will be a firm fixed-price purchase order conducted using simplified acquisition procedures, with a total value not exceeding $350,000. The Contracting Officer has determined the order represents the best value and lowest overall cost alternative. The justification emphasizes that alternative INS options would require significant re-engineering and could potentially cause unacceptable project delays. Competition will be limited to authorized Sonardyne distributors, and the acquisition supports a Capital Improvement Project (CIP) to replicate an existing UUV design.

SYSTEM FOR THE FOR THE STEIV UNMANNED UNDEWATER VEHICLE (UUV)
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order, on a brand name basis, to acquire a SONARDYNE inertial navigation system (INS) for the STEIV UUV. Competition will be limited to authorized distributors of SONARDYNE brand systems.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items are being acquired:
Line Description Product Number Qty Unit Price Price
0001 SPRINT-Nav Mini Navigator 4000m 8334-4515-002 1 REDACTED REDACTED
0002 CON CRE SONARDYNE titanium plug R/A 2m PRA14F

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1).
Application for brand name description FAR 6.302-1(c).
Pursuant to 10 U.S.C. 2304(c) (1), SONARDYNE is the only brand of equipment that will meet the Government’s needs for the following reasons. The SONARDYNE INS is part of a Capital Improvement Project (CIP) to build a copy of an already existing UUV. When the first one was designed and built, considerable effort went into ingesting and processing messages from the INS for navigation and target localization accuracy. In addition, mechanical engineering went into designing the mechanical interface to accommodate the INS. Finally, part of the motivation for the CIP was using interchangeable parts in the event of failure (e.g. if parts on Platform A fail at the same as DIFFERENT parts need repair or maintenance on Platform B, they can be combined to keep one platform fully operational). Purchasing this INS supports that rationale and is the most cost effective solution for the Government.
There are no other INS that can meet the platform and project requirements without significant re-engineering.
Additionally, the cost and time to prepare another source is not feasible to meet the Government’s time and budget constraints. As such, the Government does not expect significant savings nor better service through competition but does anticipate significant and unacceptable delays that will negatively impact this requirement if another vendor is selected. Therefore, it is in the Governments’ best interest to award to those authorized distributors and resellers of
SONARDYNE brand equipment.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, SONARDYNE is the only brand of equipment that can meet the Government’s needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, SONARDYNE is the only brand of equipment that can meet the Government’s needs.
