About this file

This document is a Brand Name Justification (BNJ) for the acquisition of Taclane Flex Encryptors by the Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center Panama City Division (NSWC PCD).

The BNJ states that NSWC PCD has a requirement to acquire 4 units of the Taclane Flex Encryptor bundle, which is the only encryption platform that meets the government's needs. The Taclane Flex Encryptors are necessary to provide end-to-end secure connection on the Research Development Test and Evaluation Classified (RDTEc) network, and NSWC PCD already has a substantial investment in this equipment. The contracting officer has determined this order represents the best value and lowest overall cost to meet the government's requirements. The procurement will be conducted as a small business set-aside using simplified acquisition procedures, with a closing date of October 31, 2024. Quotes must be submitted by email and be able to invoice through Wide Area Workflow (WAWF).

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302- 1(c).

NSWC PCD has a requirement to acquire Taclane Flex Encryptor bundles for the STILO group.

This purchase is not suitable for full and open competition for the following reasons. General Dynamics TACLANE brand encryption is the only brand of equipment that will meet the Government’s needs for the following reasons. TACLANE-FLEX encryption is the only commercially available encryption platform that meets the requirements. The TACLANE-Flex Inline Network Encryptors (INE) are necessary to have end-to-end secure connection on the Research Development Test and Evaluation Classified (RDTEc) network. TACLANE Encryptors are the only brand that is highly maintainable, High Assurance Type 1 certified and National Security Agency (NSA) certified. In addition, NSWC PCD already has a substantial investment in the TACLANE INE equipment across the RDTEc network. Use of alternate equipment may introduce new or change existing parameters that may severely degrade or erode the RDTEc network. Alternate equipment is not authorized and completely unusable. Therefore, it is imperative that the TACLANE brand encryptors are acquired to meet Government needs.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, recurring cost, special features, administrative costs, engineering and redesign costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

No additional market research was conducted for the reasons discussed in paragraph 4 above, because TACLANE encryptors are the only brand of equipment that will meet the Government’s needs.

7. Any other facts supporting the justification. None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, TACLANE brand encryptors are the only brand that can meet this requirement.
