About this file

This document is a Brand Name Justification (BNJ) to procure Ramsey Electronics RF shielded test enclosures for the Navy's Multi-Vehicle Communications System (MVCS) project. The BNJ describes the required products, including the STE2300M and STE3300M RF shielded test enclosures with various components. It explains the technical justification for the brand name, as the Ramsey Electronics products are the only ones that can meet the MVCS project's requirements to prevent over-the-air coupling issues in a lab environment. The acquisition will be conducted using simplified acquisition procedures not exceeding the simplified acquisition threshold. The Contracting Officer has determined this order represents the best value to meet the Government's needs.

The related federal contract opportunity is a Small Business Set-Aside solicitation for the Ramsey Electronics brand RF shielded test enclosures per the attached documents. The solicitation number is N61331-24-T-KS43, and quotes are due by Monday, July 15, 2024, at 11 AM Central Time. The contracting agency is the Department of the Navy Naval Sea Systems Command. Vendors must provide their CAGE code, lead time, and be able to invoice through Wide Area Workflow (WAWF). Shipping should be included in the quoted price, or provided as a separate line item.

This acquisition will be conducted using simplified acquisition procedures. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

The Multi-Vehicle Communications System (MVCS) group has several communications performance requirements that need to be met, including resistance to jamming. In order to properly test for these requirements in a lab environment, communication nodes have to be prevented from over-the-air coupling with each other and/or with jamming sources. The MVCS project is currently experiencing over-the-air coupling issues in the lab. Through discussions with other projects at other Warfare Centers, it was discovered that they were having similar issues. Through their research it was discovered that the items in Paragraph 3 resolved the issues they were experiencing. It was recommended that NSWC PCD test and evaluate the items in Paragraph 3 to see if it would resolve the issues. As such, the NSWC PCD MVCS project is purchasing the items in Paragraph 3 for testing and evaluation.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the Ramsey Electronics brand.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Ramsey Electronics is the only brand that can meet the Government’s needs.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Ramsey Electronics is the only brand that can meet this requirement.
