About this file

This document is a brand name justification for the acquisition of Glenair backshells and connectors for use in the Mine Countermeasures Unmanned Surface Vehicle system. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division requires 10 each of three Glenair part numbers for circular straw connectors, shorting cap backshells, and W4/W5 connectors. The total value of this acquisition is unstated. Glenair backshells and connectors are uniquely qualified to meet Navy requirements for harsh marine environments as specified in MIL-STD-810E, MIL-S-901D, MIL-STD-167, and MIL-STD-461E. Glenair is the only brand compatible with existing systems and critical for protecting subsystems from EMI. No other brand or equivalent products are acceptable. The related solicitation is a small business set-aside for the same Glenair products with an unstated response date under solicitation number N61331-24-T-KS08 issued by the Department of the Navy Naval Sea Systems Command.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE GLENAIR BACKSHELLS FOR

THE MINE COUNTERMEASURES UNMANNDED SURFACE VEHICLE (MCM

USV)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order, on a brand name basis, to acquire Glenair brand backshells for the MCM USV system. Competition will be limited to authorized distributors and manufacturers of Glenair brand backshells and connectors.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following items are being acquired:

Item Part Number Part Number Qty

Circular Straw Connector ITS3106A24-28PN0F 10 Shorting Cap Backshell 340BS002ZR21-2U24FA 10 W4/W5 Connectors 233-312ZRG6-196AN1A 10

This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel.

This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).

Pursuant to 10 U.S.C 2304(c)(1), Glenair is the only brand of backshells that will meet the Government needs. Glenair backshells have been specially designed to operate in harsh marine environments. Glenair is recognized as trusted supplier of harsh environment electrical connectors built to the MIL-DTL-38999 standard. Based on industry-standard specifications, Glenair’s MIL-DTL-38999 derivative environmental class connectors are supplied with insert arrangements in accordance with MIL-STD-1560, or appropriate sub-sets depending on connector series. Glenair is the brand of backshells that are currently in use in various minehunting and semi-submersible systems. These are the only backshells and connectors that are universally compatible with the MCM USV system. These backshells are a critical component that protects the subsystem from extreme EMI conditions. Additionally, these backshells meet the stringent U.S. Navy environmental requirements of MIL-STD-810E, the critical shock requirements of MIL-S-901D, the vibration requirements of MIL-STD-167, and the EMI/EMC requirements of MIL-STD- 461E. In addition, the backshells and connectors meet the strict Navy navigation safety requirements. As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is imperative that Glenair backshells are acquired as soon as possible.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Glenair is the only brand of equipment that will meet the Government’s needs.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, Glenair is the only brand of equipment that can meet this requirement.
