About this file
This document is a brand name justification for the acquisition of 11 drums of SOLBERG 3% MIL-SPEC synthetic fluorine-free firefighting foam. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division will award a firm fixed price purchase order to acquire the foam, which is the only brand currently approved on the Department of Defense's Qualified Products List for meeting the military specification as a fluorine-free alternative to aqueous film forming foam for fuel spill fires. The justification cites SOLBERG 3%'s proprietary formulations, biodegradability, and compatibility with multiple equipment systems as reasons it is the only brand that can meet the agency's needs. The contracting officer determined this purchase represents the best value. The requirement will be synopsized on sam.gov with anticipated value over $25,000 and has a total small business set-aside.
