About this file

This is a brand name justification memorandum for the procurement of a Teledyne Marine Seabat T50-P multi-frequency downward looking sonar system along with associated equipment, software licenses, and services. The Naval Surface Warfare Center Panama City Division requires this system for integration with autonomous and uncrewed vehicles to develop advanced navigation, object detection and terrain mapping algorithms. Only the Teledyne Marine brand can meet specifications for compatibility with existing Teledyne sensors currently used for data fusion. The total value of this sole source acquisition conducted under simplified acquisition procedures is estimated to exceed $25,000. The contracting officer has determined this purchase represents the best value. The requirement will be synopsized on sam.gov with proposals due by September 29, 2023 for delivery of these items to NSWC PCD.

The related federal contract opportunity is a small business set-aside solicitation from the Department of the Navy for the same Teledyne Marine Seabat system with the identification number N61331-23-T-JK72.

This acquisition will be conducted using simplified acquisition procedures with a total estimated value greater than $25,000. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).

The Naval Surface Warfare Center Panama City Division (NSWC PCD) is developing and seeking new generation sensors for integration with both Autonomous Underwater Vehicle (AUV) and Un-crewed Surface Vehicle (USV) systems. A next generation sensor of particular importance is a bathymetric capable multi-frequency downward looking sonar (DLS) in a form factor compatible with AUVs and various USV platforms. The ideal DLS sensor candidate would generate data in forms suitable for the development of advanced navigation algorithms, obstacle avoidance, terrain mapping, and with the resolution required for detection and classification of underwater objects. In addition, this system has the ability to be used in GPS-denied environments of which will assist in the development of the next-generation algorithms.

The Teledyne Reson SeaBat T50P-series is the only production DLS unit with the specifications, performance, functionality and form factor needed to meet the aforementioned high-level requirements. This unit is the only interoperable unit that is compatible with current NSWC PCD Teledyne Marine Systems Sensors that are currently being used for data fusion efforts. If another brand were to be selected, it would not be 100% compatible with the currently owned Teledyne Marine Systems Sensors. As a result, only the Teledyne Marine brand is acceptable.

As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.

Therefore, it is in the Governments’ best interest to acquire the Teledyne Marine brand.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, Teledyne Marine is the only brand that can meet the Government’s needs. This requirement will be be synopsized in the government point of entry sam.gov because it is estimated greater than $25,000.00.

7. Any other facts supporting the justification.

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, BRAND is the only brand that can meet this requirement.
