About this file
This document is a brand name justification for the acquisition of Quantifit2 gas mask leak testers from the sole authorized distributor. The Naval Sea Systems Command, Naval Surface Warfare Center Panama City Division requires four Quantifit2 gas mask leakage testers, twelve M50 mask adapters, eight lithium batteries, and four three-year service plans. Extensive testing found the Quantifit2 to be the only system that can properly size and fittest M50/M51/M53/M53A1 masks to the required protection factor. While the currently fielded systems are effective, the Quantifit2 offers improved portability, ease of use, and faster fit testing. It will also provide long term cost savings. Accordingly, this brand name justification allows for the restricted acquisition of the Quantifit2 system from the sole authorized distributor to support further evaluation and meet critical gas mask fitting requirements for personnel safety. The related solicitation is set aside for small businesses and seeks quotes for the Quantifit2 system per the required items and specifications.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE QUANITIFIT GAS MASK LEAK
TESTER
1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”
This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.
2. Nature and/or description of the action being approved.
This action will award a firm fixed price purchase order to acquire a QuantiFit2 gas mask leak tester. The QuantiFit2 is a commercial off the shelf (COTS) respirator fit test system that uses Controlled Negative Pressure (CNP) fit test method technology to conduct Quantitative Fit Testing (QNFT) of M50/M51/M53/M53A1 Masks in lieu of the MK 46 Joint Service Mask Leakage Tester (JSMLT) or M41 Protective Assessment Test System (PATS). Competition is limited to authorized distributors of the QuantiFit2 Respirator System.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The following items and support are being acquired:
Item Item Qty
001 Gas Mask Leakage Tester 4 each 002 M50 Fit Test Mask Adapter 12 each 003 QuantiFit2 Lithium Battery 8 each 004 QuantiFit2 Gold 3-Year Service 4 each 003 Shipping and Handling 1 Lot
The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.
4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Manufacturer’s Product or Service Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C).
Pursuant to FAR 6.302-19a)(2)(iii)(C), the OHD QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs for this testing. Extensive testing was conducted by NSWC Panama City and U.S. Army Combat Capabilities Development Command, which evaluated the QuantiFit2 Respirator Fit Test System using CNP fit test method technology to verify that personnel achieve the required M50/M51/M53/M53A1 mask system protection factor performance when sized and fit using the QuantiFit2 and following the protocol developed by the manufacturer. If a sailor is wearing a mask that is not fitted properly, the end result is mask seal leaks at an unacceptable rate. While wearing this ill-fitted mask, any exposure to level vapor concentration for any extended time, the end result is potentially catastrophic (death). The study found the QuantiFit2 had the equivalent level of risk in sizing and fitting a sailor as the JSMLT or M41 PATS. Based on this test data, the Technical Warrant Holder signed a letter permitting use of the QuantiFit2 system. While the QuantiFit2 has been proven safe to use, further data is needed to fully evaluate the advantages over the JSMLT and M41 PATS systems.
The QuantiFit2 is significantly cheaper than the currently fielded JSMLT systems to purchase and maintain, which will result in savings to the government over the next several years. In addition to the cost savings, we believe the QuantiFit2 will perform significantly better than current systems due to improved portability, ease of use, and time needed to fit test sailors.
Therefore, it is imperative that this brand of gas mask leak tester system is acquired to support further testing.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs for this testing. This requirement will be synopsized in the government point of entry SAM.gov.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs for this testing.
